With this information, we were able to calculate the percentage of positions in each<br />

grade that would need to be filled by full-time cadre personnel during peacetime for each of<br />

the cadre forces examined in this dissertation. To do this, we divided the total number of<br />

<strong>Army</strong> IRR personnel available for BCTs in each grade by the number of cadre personnel<br />

needed in each of the cadre forces. These results are shown in Chapter Two of this paper.<br />

We then used this data to calculate the cost of a peacetime cadre unit relying on IRR<br />

activation using the methodology described in Appendix B.<br />

C.3—CALCULATING COMBINED STRUCTURE<br />

The final cadre structure analyzed in Chapter Two designed a cadre unit that would<br />

depend on both a wartime increase in promotions and activation of the IRR. We calculated<br />

this structure by first adding the percentage of positions in each grade filled by promoted<br />

officers/NCOs to the percentage filled by IRR officers and NCOs for each of the cadre<br />

forces. Then, we subtracted this fraction from one to determine the number of officers and<br />

NCOs in each grade that must be retained in peacetime. We calculated the relative cost of
