other grades depends on the number of slots that can be filled through increased<br />

promotions. The peacetime structure of a cadre unit relying on increased wartime promotion<br />

also depends on the size of the cadre force because the larger the cadre force, the fewer the<br />

number of officers available per BCT in wartime. Figure 2.4 shows the structure and relative<br />

cost of cadre BCTs relying on increased promotion rates for each of the cadre augmented<br />

forces we analyzed in Paper I of this dissertation.<br />

The peacetime cost of cadre BCTs that rely on increased promotion rates to fill<br />

senior ranks in wartime is less than the cost of maintaining all officers and NCOs and<br />

slightly less than that of retaining only senior officers and NCOs. The relative cost of a cadre<br />

unit relying on wartime promotion for cadre expansions of six, nine, and 18 BCTs is 22, 25,<br />

and 29 percent respectively. The relative cost of a cadre unit relying on wartime promotion<br />

in the <strong>Cadre</strong>Mix force is 29 percent.<br />
