First, I would like to thank my dissertation committee: Jacob Klerman (chair), Tom
McNaugher, and Richard Hillestad. I am deeply indebted to them for the time they
committed to reviewing my work and for their thorough and helpful feedback that greatly
improved the quality of the work. I would also like to extend a special thanks to Jacob, who
has been a great mentor in my time at RAND. He brought me onto my first large RAND
project and I had no reason to look any further for interesting work to which I could
contribute. His help in focusing my chosen topic and guiding me through the dissertation
process was instrumental to my timely completion.
