These calculations assume that all wars last ten years. These values will differ for<br />

wars of different lengths. We calculated l 3 for wars ranging in length from zero to thirty years<br />

in order to calculate the sensitivity of average long-run cost savings to the frequency of war<br />

in Chapter Three of this paper. Figure A.1 shows how l 3 varies for wars ranging in length<br />

from zero to thirty years for each of the cadre augmented forces analyzed in this paper. We<br />

assume a thirty-year time horizon in all of the analyses in this paper so the length of war is<br />

represented as a frequency.<br />
