The percentage of time that cadre units are mobilized in wartime (l 3 ) depends on the<br />

number and readiness of cadre units. Under the readiness assumption made in the body of<br />

this paper 116 we calculated the percentage of time that cadre units are mobilized in each<br />

period of a war by multiplying the sum of the fraction of cadre units mobilized in each<br />

period (f i ) 117 by one over the number of periods (N):<br />
