While the loss <str<strong>on</strong>g>of</str<strong>on</strong>g> wetlands <strong>on</strong> a global level is not known accurately, it is established in several<br />

world scale researches that more than 50% <str<strong>on</strong>g>of</str<strong>on</strong>g> wetlands around the world have been lost. Whereas<br />

in Europe this ratio is estimated to be more than 90%. <strong>Wetlands</strong> have been ecosystems <str<strong>on</strong>g>of</str<strong>on</strong>g> settling<br />

value and use to humans since antiquity for their value and functi<strong>on</strong>s. Populati<strong>on</strong> rise, urbanizati<strong>on</strong>,<br />

food demand led to an increase <str<strong>on</strong>g>of</str<strong>on</strong>g> drainage especially in the USA and Europe after the 19th<br />

century, while the threats c<strong>on</strong>cerning wetlands in different areas have increasingly grown. In light<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> these developments, the significance <str<strong>on</strong>g>of</str<strong>on</strong>g> wetlands have become noticed and studies c<strong>on</strong>cerning<br />

wetland c<strong>on</strong>servati<strong>on</strong> have increased and are increasing. Ie. Today the fact that 160 countries part<br />

in the <str<strong>on</strong>g>Ramsar</str<strong>on</strong>g> <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> shows that the c<strong>on</strong>servati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> wetlands is <str<strong>on</strong>g>of</str<strong>on</strong>g> special significance.<br />

Innumerable organizati<strong>on</strong>s are paying effort for the c<strong>on</strong>servati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> wetlands around the world.<br />

<str<strong>on</strong>g>Turkey</str<strong>on</strong>g> parted in the <str<strong>on</strong>g>Ramsar</str<strong>on</strong>g> <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> in 1994 and by declaring 13 <str<strong>on</strong>g>Ramsar</str<strong>on</strong>g> <str<strong>on</strong>g>Sites</str<strong>on</strong>g>, undertook the<br />

c<strong>on</strong>servati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> 179.898 hectares within its borders, but took the resp<strong>on</strong>sibility to protect not <strong>on</strong>ly<br />

<str<strong>on</strong>g>Ramsar</str<strong>on</strong>g> <str<strong>on</strong>g>Sites</str<strong>on</strong>g> but all wetlands <strong>on</strong> its land. The rise <str<strong>on</strong>g>of</str<strong>on</strong>g> significance attributed to wetlands have found<br />

its place in <str<strong>on</strong>g>Turkey</str<strong>on</strong>g> al<strong>on</strong>g with the world and many practices have been carried regarding wetlands.<br />

A look at studies present <br />

<str<strong>on</strong>g>Ramsar</str<strong>on</strong>g> <str<strong>on</strong>g>Sites</str<strong>on</strong>g> completed in 2010, an emphasis <strong>on</strong> the effects <str<strong>on</strong>g>of</str<strong>on</strong>g> agriculture <strong>on</strong> wetlands is seen,<br />

while interventi<strong>on</strong>s to water regime, polluti<strong>on</strong> from residential and industrial waste, the<br />

introducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> foreign fish species into wetland systems, excessive hunting are emphasized as<br />

become a critical problem. The fact that threats c<strong>on</strong>cerning wetlands have remained the same from<br />

the past to today indicates that efforts towards the wise use <str<strong>on</strong>g>of</str<strong>on</strong>g> wetlands and participatory planning<br />

persist as grave issues.<br />

<str<strong>on</strong>g>Turkey</str<strong>on</strong>g> has taken big steps towards the preperati<strong>on</strong> and implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> management plans for<br />

wetlands. However, as is with other planning practices, participatory wetland management<br />

planning is a l<strong>on</strong>g span process. It takes a l<strong>on</strong>g while and a lot <str<strong>on</strong>g>of</str<strong>on</strong>g> effort for a management plan to<br />

be c<strong>on</strong>ceived in the same manner and adopted by all parties, those related to the area as much as<br />

instituti<strong>on</strong>s. The wetland management plans implemented in <str<strong>on</strong>g>Turkey</str<strong>on</strong>g> so far shed light as a<br />

foundati<strong>on</strong> to the making <str<strong>on</strong>g>of</str<strong>on</strong>g> more efficient and successful plans in the future.<br />

Our interviews have shown that the generally perceived benefits <str<strong>on</strong>g>of</str<strong>on</strong>g> management plans c<strong>on</strong>tributed<br />

to awareness regarding the functi<strong>on</strong> and value <str<strong>on</strong>g>of</str<strong>on</strong>g> wetlands and supported the c<strong>on</strong>servati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> this<br />

value. It was told that they facilitate the implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> regulati<strong>on</strong>s, serve as a guide to the<br />

area, define precauti<strong>on</strong>s against polluti<strong>on</strong> and support further practices.<br />

Wetland management plans support adherence with local, nati<strong>on</strong>al and internati<strong>on</strong>al plans and<br />

display factors that affect the area or may affect in the future. While defining l<strong>on</strong>g and short term<br />

goals related to the area with different parties, defines the path that needs to be taken and<br />

facilitates the resolving/managing <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>flicts over the area with this informati<strong>on</strong>. However, the<br />

benefits <str<strong>on</strong>g>of</str<strong>on</strong>g> wetland management plans are not limited to this;; reaching defined goals for the area<br />

clearly displays the matters that need managing and defines the finance or labour necessary to<br />

carry this, making it easier to provide these with the c<strong>on</strong>tributi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> different parties. As our<br />

interviewees asserted, wetland management plans make the importance <str<strong>on</strong>g>of</str<strong>on</strong>g> wetlands known to a<br />

wider public, explain why precauti<strong>on</strong>s are taken, strengthen communicitai<strong>on</strong> with the parties and<br />

reinforce trust with their transparent nature.<br />

The experience <str<strong>on</strong>g>of</str<strong>on</strong>g> making and implementing wetland management plans in our country stand as a<br />

learning process. The wetland management plan preparati<strong>on</strong> processes c<strong>on</strong>ducted until now,<br />

especially the experience <str<strong>on</strong>g>of</str<strong>on</strong>g> area managers, provide less<strong>on</strong>s that can be useful in many areas for<br />

the making <str<strong>on</strong>g>of</str<strong>on</strong>g> better plans. En example to these less<strong>on</strong>s is the planning process which c<strong>on</strong>tributed<br />

to the recogniti<strong>on</strong> and apprehensi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the area to a much better level. In some areas the<br />

importance <str<strong>on</strong>g>of</str<strong>on</strong>g> training <strong>on</strong> wetland management planning for the success <str<strong>on</strong>g>of</str<strong>on</strong>g> the planning process is<br />

emphasized. Practice towards an increase in participati<strong>on</strong> has shown important value for the<br />

existing situati<strong>on</strong> to be better known and to collect support. En emphasis has been put <strong>on</strong> the<br />
