Preface<br />
<str<strong>on</strong>g>Turkey</str<strong>on</strong>g> adheres to certain internati<strong>on</strong>al c<strong>on</strong>tracts c<strong>on</strong>cerning the c<strong>on</strong>servati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the vulnerable<br />
ecosystems and species it possesses. One <str<strong>on</strong>g>of</str<strong>on</strong>g> the most important internati<strong>on</strong>al c<strong>on</strong>tracts <strong>on</strong> nature<br />
c<strong>on</strong>servati<strong>on</strong> is The <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <strong>Wetlands</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Internati<strong>on</strong>al Importance, especially as Waterfowl<br />
Habitat, or in short, <str<strong>on</strong>g>Ramsar</str<strong>on</strong>g> <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g>, developed in the city <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Ramsar</str<strong>on</strong>g> in Iran at 1971 and come<br />
to force in 1975. This c<strong>on</strong>venti<strong>on</strong> covers lakes and rivers, swamps and marshes, wet grasslands<br />
and peatlands, oases, estuaries, deltas and tidal flats, near-shore marine areas, mangroves and<br />
coral reefs, and human-made sites such as fish p<strong>on</strong>ds, rice paddies, reservoirs, and salt pans over<br />
the world and essentially aims at the c<strong>on</strong>servati<strong>on</strong> and wise use <str<strong>on</strong>g>of</str<strong>on</strong>g> wetlands. This c<strong>on</strong>cept is<br />
defined as the applicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> an ecosystem based approach with a visi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> sustainable<br />
development and the c<strong>on</strong>servati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> ecological characteristics <str<strong>on</strong>g>of</str<strong>on</strong>g> wetlands. Another significant<br />
aspect <str<strong>on</strong>g>of</str<strong>on</strong>g> the c<strong>on</strong>venti<strong>on</strong> is that it is the <strong>on</strong>ly internati<strong>on</strong>al natural c<strong>on</strong>servati<strong>on</strong> c<strong>on</strong>venti<strong>on</strong> devoted<br />
to a specific ecosystem. As <str<strong>on</strong>g>of</str<strong>on</strong>g> March 2011, 160 countries over the world have parted in the<br />
c<strong>on</strong>venti<strong>on</strong>. Across the parting countries, 1919 wetlands <str<strong>on</strong>g>of</str<strong>on</strong>g> a total size <str<strong>on</strong>g>of</str<strong>on</strong>g> 187.054.624 hectares<br />
have been declared <str<strong>on</strong>g>Ramsar</str<strong>on</strong>g> <str<strong>on</strong>g>Sites</str<strong>on</strong>g>. <str<strong>on</strong>g>Turkey</str<strong>on</strong>g> has signed the c<strong>on</strong>venti<strong>on</strong> in 1994, 15 years after it<br />
came into force, and in the 15 years since (1994 to 2009) declared 13 wetlands covering a total <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
179.898 hectares to be wetlands <str<strong>on</strong>g>of</str<strong>on</strong>g> internati<strong>on</strong>al significance and had them covered by the<br />
c<strong>on</strong>venti<strong>on</strong>. Countries parting in the <str<strong>on</strong>g>Ramsar</str<strong>on</strong>g> <str<strong>on</strong>g>C<strong>on</strong>venti<strong>on</strong></str<strong>on</strong>g> make three major commitments: 1- To<br />
determine their wetlands <str<strong>on</strong>g>of</str<strong>on</strong>g> internati<strong>on</strong>al importance for inclusi<strong>on</strong> in the <str<strong>on</strong>g>Ramsar</str<strong>on</strong>g> List and provide<br />
their efficient management 2- Work towards the wise use <str<strong>on</strong>g>of</str<strong>on</strong>g> their wetlands through spatial plans <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
nati<strong>on</strong>al scale, appropriate policy and regulati<strong>on</strong> making, spatial management and public<br />
c<strong>on</strong>sciousness raising 3- To cooperate internati<strong>on</strong>ally c<strong>on</strong>cernin cross border and shared wetlands<br />
and shared species. With these commitments, parting countries actually accept to sustain the<br />
ecological functi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g>, develop and hand to next generati<strong>on</strong>s their wetlands for their accepted<br />
criteria- taking into account the scientific, cultural, ec<strong>on</strong>omic and recreati<strong>on</strong>al value they hold.<br />
These are significant commitments for sure and remind that c<strong>on</strong>servati<strong>on</strong> sites should be evaluated<br />
not <strong>on</strong>ly at a nati<strong>on</strong>al level but also at a regi<strong>on</strong>al or even internati<strong>on</strong>al level. For instance, the Gediz<br />
ian pelican (Pelecanus crispus) which is endangered all<br />
around the world breeds are <str<strong>on</strong>g>Ramsar</str<strong>on</strong>g> sites that matter not <strong>on</strong>ly for our nati<strong>on</strong> but also for the world<br />
for the protecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> this rare species, dem<strong>on</strong>strating that <str<strong>on</strong>g>Ramsar</str<strong>on</strong>g> <str<strong>on</strong>g>Sites</str<strong>on</strong>g> stand with gloal<br />
significance.<br />
When we look closely at the 13 <str<strong>on</strong>g>Ramsar</str<strong>on</strong>g> <str<strong>on</strong>g>Sites</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Turkey</str<strong>on</strong>g>, threats over habitats are more apparent<br />
than direct threats c<strong>on</strong>cerning species;; industrial and residential waste causing excessive polluti<strong>on</strong><br />
in lakes and rivers, decline in water levels and expansi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> man made areas due to irregular<br />
urbanizati<strong>on</strong> and the encircling <str<strong>on</strong>g>of</str<strong>on</strong>g> human activities around wilderness sites stand amoung the most<br />
important issues we face. Obviously more than 13 sites in our country deserve to be <str<strong>on</strong>g>Ramsar</str<strong>on</strong>g> sites.<br />
We nature protecti<strong>on</strong>ists, expect and demand the Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Envir<strong>on</strong>ment and Forestry which is the<br />
instituti<strong>on</strong> following and applying the aforementi<strong>on</strong>ed c<strong>on</strong>venti<strong>on</strong> to take <str<strong>on</strong>g>Ramsar</str<strong>on</strong>g> <str<strong>on</strong>g>Sites</str<strong>on</strong>g> forwards in<br />
quality and quantity.<br />
