But let's imagine stili that at some level it does harm. Well okay, at that<br />

point the society, the community, has to decide how to make compromises.<br />

Each individual is bmh a producer and a c<strong>on</strong>sumer, after ali, and that means<br />

that each individual has to join in those socially determined compromises-if<br />

in fact there are compromises. And again I feel the nature of the compromise<br />

is much exaggerated because of the distorting prism of the really coercive and<br />

pers<strong>on</strong>ally destructive system in which we live.<br />

All right, you say the community has to make decisi<strong>on</strong>s about compromises,<br />

and of course Communist theory provides for this in its whole thinking<br />

about nati<strong>on</strong>al planning, decisi<strong>on</strong>s about investment, directi<strong>on</strong> of<br />

investment, and so forth. In an anarchist society it would seem that you're<br />

not willing to provide for that amount of governmental superstructure that<br />

would be necessary to make the plans, make the investment decisi<strong>on</strong>s, to<br />

decide whether you give priority to what people want to c<strong>on</strong>sume, or<br />

whether you give priority to the work people want to do.<br />

I d<strong>on</strong>'t agree with that. It seems to me that anarchist, or, for that matter,<br />

left-Marxist structures, based <strong>on</strong> systems of workers' councils and federati<strong>on</strong>s,<br />

provide exactly the set of levels of decisi<strong>on</strong>-making at which decisi<strong>on</strong>s can be<br />

made about a nati<strong>on</strong>al plan. Similarly, State socialist socieries also provide a<br />

level of decisi<strong>on</strong> making-let's say the nati<strong>on</strong>-in which nati<strong>on</strong>al plans can be<br />

produced. There's no difference in that respect. The difference has to do with<br />

participati<strong>on</strong> in those decisi<strong>on</strong>s and c<strong>on</strong>trol over those decisi<strong>on</strong>s. In the view<br />

of anarchists and left-Marxists-like the workers' councils or the Council<br />

Communists, who were left-Marxists-those decisi<strong>on</strong>s are made by the<br />

informed working class through their assemblies and their direct representatives,<br />

who live am<strong>on</strong>g them and work am<strong>on</strong>g them. In the State socialist systems,<br />

the nati<strong>on</strong>al plan is made by a nati<strong>on</strong>al bureaucracy, which accumulates<br />

to itself all relevant informati<strong>on</strong>, makes decisi<strong>on</strong>s, offers them to the public,<br />

and occasi<strong>on</strong>ally every few years comes before the public and says, "You can<br />

pick me or you can pick him, but we're all part of this remote bureaucracy."<br />

These are the poles, these are the polar opposites within the socialist traditi<strong>on</strong>.<br />

So in foct theres a very c<strong>on</strong>siderable role for the State and possibly, even for<br />

civil servants, for bureaucracy, but it's the c<strong>on</strong>trol over it that is different.<br />

Well, you see, I d<strong>on</strong>'t really believe that we need a separate bureaucracy to<br />

carry out governmental decisi<strong>on</strong>s.<br />

You need various forms of expertise.<br />

Oh yes, but let's take expertise with regard to ec<strong>on</strong>omic planning, because<br />

certainly in any complex industrial society there should be a group of techni-
