exist. The impact of professi<strong>on</strong>alizati<strong>on</strong> is also quite clear. The "free-floating<br />
intellectual" may occupy himself with problems because of their inherent<br />
interest and importance, perhaps to little effect. The professi<strong>on</strong>al, however,<br />
tends to define his problems <strong>on</strong> the basis of the technique that he has mastered,<br />
and has a natural desire to apply his skills. Commenting <strong>on</strong> this process,<br />
Senator Clark quotes the remarks of Dr. Harold Agnew, director of the Los<br />
Alamos Laboratories Weap<strong>on</strong>s Divisi<strong>on</strong>: "The basis of advanced technology is<br />
innovati<strong>on</strong> and nothing is more stifling to innovati<strong>on</strong> than seeing <strong>on</strong>e's product<br />
not used or ruled out of c<strong>on</strong>siderati<strong>on</strong> <strong>on</strong> flimsy premises involving public<br />
world opini<strong>on</strong>"3_"a shocking s(atement and a dangerous <strong>on</strong>e," as Clark rightly<br />
comments. In much the same way, behavioral scientists who believe themselves<br />
to be in possessi<strong>on</strong> of certain techniques of c<strong>on</strong>trol and manipulati<strong>on</strong><br />
will tend CO search for problems to which their knowledge and skills might be<br />
relevant, defining these as the "important problems"; and it will come as no<br />
surprise that they occasi<strong>on</strong>ally express their c<strong>on</strong>tempt fo r "flimsy premises<br />
involving public world opini<strong>on</strong>" that restrict the applicati<strong>on</strong> of these skills.<br />
Thus am<strong>on</strong>g engineers, there are the "weap<strong>on</strong>s cultists" who c<strong>on</strong>struct their<br />
bombs and missiles, and am<strong>on</strong>g the behavioral scientists, we find the technicians<br />
who design and carry our "experiments with populati<strong>on</strong> and resources<br />
c<strong>on</strong>trol methods" in Viemam.4<br />
These various factors-access to power, shared ideology, professi<strong>on</strong>alizati<strong>on</strong>-may<br />
or may not be deplorable in themselves, but there can be no doubt<br />
that they interact so as to pose a serious threat to the integrity of scholarship<br />
in fields that are struggling for intellectual c<strong>on</strong>tent and are thus particu.larly<br />
susceptible to the workings of a kind of Gresham's law. What is more, the subversi<strong>on</strong><br />
of scholarship poses a threat to society at large. The danger is particularly<br />
great in a society that encourages specializ.ati<strong>on</strong> and stands in awe of technical<br />
expertise. In such circumstances, the opportunities are great for the abuse<br />
of knowledge and technique-to be more exact, the claim to knowledge and<br />
technique. Taking note of these dangers, <strong>on</strong>e reads with c<strong>on</strong>cern the claims of<br />
some social scientists that their discipline is essential for the training of those<br />
to whom they refer as "the mandarins of the furure."5 Philosophy and literature<br />
still "have their value," so Ithiel Pool informs us, but it is psychology, sociology,<br />
systems analysis, and political science that provide the knowledge by<br />
which "men of power are humanized and civilized." In no small measure, the<br />
Vietnam war was designed and executed by these new mandarins, and it testifies<br />
to the c<strong>on</strong>cept of humanity and civiliz.ati<strong>on</strong> they are likely to bring to the<br />
exercise of power.6<br />
Is the new access to power of the technical intelligentsia a delusi<strong>on</strong> or a<br />
growing reality? There are those who perceive the "skeletal structure of a new<br />
society" in which the leadership will rest "with the research corporati<strong>on</strong>, the<br />
indusuial laboratories, the experimental stati<strong>on</strong>s, and the universities," with<br />
"the scientists, the mathematicians, the ec<strong>on</strong>omists, and the engineers of the
