In a recent essay, C<strong>on</strong>or Cruise O'Brien speaks of the process of "collnterrevoiuri<strong>on</strong>ary<br />
subordinati<strong>on</strong>" which poses a threat (Q scholarly integrity in om<br />
own counterrevoluti<strong>on</strong>ary society, just as "revoluti<strong>on</strong>ary subordinati<strong>on</strong>," a phenomen<strong>on</strong><br />
ohen noted and rightly deplored, has undermined scholarly integrity<br />
in revoluti<strong>on</strong>ary situati<strong>on</strong>s. 1 He observes that "power in our time has more<br />
intelligence in its service, and allows that intelligence more discreti<strong>on</strong> in its<br />
methods, than ever before in history," and suggests that [his development is<br />
not alwgether encouraging, since we have moved perceptibly towards the state<br />
o["a society maimed through the systematic corrupti<strong>on</strong> afits intelligence." He<br />
urges that "increased and specific vigilance, not just [he elaborati<strong>on</strong> of general<br />
principles, is required from the inrellectual communiry toward specific growine;<br />
danr;er. to its inter;riry."<br />
Senator Fulbright has developed a similar theme in an important and perceptive<br />
speech. 2 He describes the failure of the universities to form "an effective<br />
counterweight to the military-industrial complex by strengthening their<br />
emphasis <strong>on</strong> the traditi<strong>on</strong>al values of our democracy." Instead they have<br />
"joined (he m<strong>on</strong>olith, adding greatly to its power and influence." Specifically,<br />
he refers to the failure of the social scientists, "who ought to be acting as<br />
resp<strong>on</strong>sible and independenr critic; of the governmenr's policies," bur who<br />
instead become the agents of these policies. "While young dissenters plead for<br />
resurrecti<strong>on</strong> of the American promise, their elders c<strong>on</strong>tinue to subvert ir."<br />
With "the surtender of independence, the neglect of teaching, and the distorti<strong>on</strong><br />
of scholarship," the university "is not <strong>on</strong>ly failing to meet its resp<strong>on</strong>sibilities<br />
to its students; it is betraying a public trust.<br />
The extent of this betrayal might be argued; its existence. as a threatening<br />
tendency, is hardly in doubt. Senator Fullbright menti<strong>on</strong>s <strong>on</strong>e primary cause:<br />
the access to m<strong>on</strong>ey and influence. Others might be menti<strong>on</strong>ed: for example.<br />
a highly restrictive, almost universally shared ideology, and the inherent<br />
dynamics of professi<strong>on</strong>alizati<strong>on</strong>. As to the former, Fulbright has cited elsewhere<br />
the observati<strong>on</strong> of De Tocqueville: "I know of no country in which there<br />
is so little independence of mind and real freedom of discussi<strong>on</strong> as in<br />
America." Free instituti<strong>on</strong>s certainly exist, bur a traditi<strong>on</strong> of passiviry and c<strong>on</strong>formism<br />
restricts their use-the cynic might say this is why they c<strong>on</strong>tinue to<br />
