RAIC
IRAC
RAIC | Architecture
Canada
the leading voice
of architecture
in Canada
Established in 1907, RAIC is a voluntary national association representing
more than 4,600 members—including architects, faculty and graduates of
accredited Canadian Schools of Architecture from every region of the country.
It provides the national framework for the development and recognition of
architectural excellence.
Membership
Members include Licensed (or Registered) Architects, Architectural graduates,
Intern Architects or Interns, as well as full-time faculty members of a
University School of Architecture. Architects who reside outside Canada can
become International Associates. Architects who have graduated outside
Canada and reside here in Canada may make a special application to be
considered for full membership. A full-time student from an architectural
program in a Canadian accredited University School of Architecture or in
the Syllabus program can become a Student Associate. Also, those who are
involved in the Design and Construction Industry and who are associated with
the architectural profession can become Affiliates.
A Greener Canada
RAIC has consistently led the charge toward a more sustainable builtenvironment—incubating
the establishment of the Canada Green Building
Council; and developing the Sustainable Design for Canadian Buildings (SDCB)
series for architects; emphasizing the importance of life-cycle costing and ways
to educate building owners about the importance of long-term operating and
maintenance costs in all management and design decisions.
RAIC is part of the 2030 Challenge—a global initiative calling for an
immediate reduction in greenhouse gas emissions and energy consumption
in all new buildings and major renovations. The goal is that by 2030 all new
buildings and major renovations be carbon-neutral—generating as much
energy as they consume. ■
porte-parole de
l’architecture
DEsigning better healthcare
Healthcare design
can improve patient
outcomes
By Peter Kenter | Photos By Greg Paupst
The pursuit of better healthcare and better
healthcare design at lower cost per capita was the
theme of the 2013 International Union of Architects/
Public Health Group (UIA/PHG) Forum and Global
University Programs in Healthcare Architecture
(GUPHA) Meeting, held September 24-28 in
Toronto. Presented by RAIC | Architecture Canada,
in collaboration with the Interior Designers of
Canada, the event represented a distinct program
integrated within the program of the International
Interior Design Exposition (IIDEX) 2013.
www.raic.org / 2014
The event was chaired by Clifford Harvey, MRAIC, Senior Architect for the
Ontario Ministry of Health and Long-Term Care (MOH) and Professor George J.
Mann, AIA, Texas A&M University, President of GUPHA and Director UIA/PHG.
Harvey says his involvement as co-chair began with a personal professional
drive to access international research into best practices that would assist
him in providing informed investment advice on capital projects to the MOH.
“Last January, I contacted the UIA/PHG to see if I could attend their session
in Oslo, Norway and in that discussion they expressed an interest in coming
to Canada,” says Harvey. “I approached the RAIC with a proposal for hosting
this event in its joint venture with IIDEX and they accepted.”
Collaboration with IIDEX would be critical to the staging of the event, to
leverage the organizers’ expertise in conference registration and event planning.
While Harvey attended the Oslo event in a professional capacity, entirely
apart from his duties with the MOH, he notes that the ministry actively encouraged
his involvement in planning and chairing the current conference.
Harvey and Mann advertised an open call for papers in May and established
a committee representing architects, interior designers and some suppliers
interested in healthcare. Papers were rated and selected according to a matrix
developed by the group. All UIA members and RAIC members, who are automatically
registered as UIA members, were offered the opportunity to present.
DEsigning better healthcare
www.raic.org / 2014
Presentations were organized so that similar material was grouped together at
the conference, regardless of the country from which the presenter originated.
“In that way, the messages of each presentation were reinforced,” says
Harvey. “One of the key messages I took away from my own research is that the
practice of healthcare design does not change as you cross borders. There are
cultural nuances and some parameters are influenced by system decisions, but
the fundamental arguments about healthcare design are similar across borders
and around the world.”
Conference presenters included professionals from Canada and the U.S.,
and ranged to presenters from countries as far away as the UK, France, Germany,
Italy, Saudi Arabia, Malaysia and China. Presenters included architects,
interior designers, doctors and government officials.
Presentations also covered a wide variety of topics and disciplines, linked
by a strong emphasis on research-based design, evidence-based decisionmaking
and patient care that is both effective and cost-efficient.
The topics presented included a series of questions designed to intrigue audiences
as well as inform them. How can the design of a hospital affect the health
of a city? What sort of measurable effect does building and interior design or the
presence and timing of lighting have on patient outcomes? Can landscape design
result in measurable improvements in patient health? How can healthcare facilities
be better designed to accommodate an aging population? How can healthcare
facility design directly improve the morale and productivity of staff members?
Should healthcare architects consider themselves medical professionals?
Some of the presentations resulted directly from particular challenges in
patient care. One presenter described how a mental health centre could be made
more secure for staff and visitors, without making the building less conducive to
calm and healing. An interior designer was charged with the task of making the
interior of a healthcare facility almost literally disappear for critically ill patients
who would simply rather be anywhere else.
Presenters repeatedly stressed that effective designs affecting patient health
and treatment outcomes could only be achieved if design professionals collaborated
with healthcare professionals as well as engineers. Only then could they
access the research required to demonstrate that one design approach achieved
superior results for patients when compared to another at an acceptable cost.
The conference attracted a broad scope of attendees, ranging from members
of architectural firms from across North America and the international market, to
senior decision makers and CEOs of hospitals and healthcare facilities, managers
responsible for healthcare facility redevelopment and Harvey’s own colleagues
from the MOH.
“I can walk away from this conference with a lot of valuable knowledge
points about materials, glazing and lighting, which are all extremely important
to patients and the health of the community,” says Harvey. “But our job is to put
it all together into an intelligent story. As those stories are developed with senior
decision-makers, CEOs of hospitals, doctors and healthcare team members and
shared on an international level, these intelligent stories will actually begin to ring
true and gather momentum.”
10 ■ Architecture Canada

DEsigning better healthcare
He notes that the MOH is monitoring the conference closely.
“The ministry is very active in terms of research, and the development
of standards and best practices regarding healthcare design,” says Harvey.
“They’re very interested in the results and the outcome of this conference.”
He also notes that the conference event has dovetailed with the establishment
of the new Institute for Architecture and Human Health at the University
of Toronto. The Institute will research the impact of architecture and design
on the quality of patient care, the delivery of healthcare services, and the
creation of more efficient, cost-effective healthcare facilities.
“What we want to do at the ministry is to partner with the universities
to continue this research work in order to develop further healthcare design
best practices,” says Harvey. “In Ontario, we’ve completed 120 projects at a
value of more than $10 billion during the past 10 years. However, by the time
you finish a project, you often realize you’re working to yesterday’s standards.
Now we’re coming down to some serious questions about the transformation
of our existing facilities and what we should be investing in. Research is a
key component of this.”
He says he has confidence that the conference will also reinvigorate the
activity and interests of the RAIC Public Healthcare Group.
“We’re planning another conference next July 9 through 13 in Toronto with
the International Academy for Design and Health,” says Harvey. “We’re trying
to keep this momentum going.” ■
La conception des
établissements
de santé peut
améliorer les
résultats des
patients
Par Peter Kenter | photos par Greg Paupst
www.raic.org / 2014
« Aller mieux!

Architecture and Human Health à la University of Toronto.
à Toronto, de concert avec l’International Academy for Design and Health, »
ajoute-t-il. « Nous voulons poursuivre sur notre lancée. » ■
a healthcare hub
A healthcare hub for all
By Christopher Guly
When it opened in Toronto in June, the Bridgepoint Healthcare Centre became the largest facility of
its kind in Canada focused on the rehabilitation and treatment of patients living with complex health
conditions. Now, one of the architects involved in its design believes the 464-bed, 10-storey hospital
could serve as an important component of a holistic health-and-wellness system of community care
never before seen in this country.
www.raic.org / 2014
Greg Colucci, MRAIC, a principal with Toronto-based Diamond Schmitt
Architects, envisions a model that would provide urban, suburban and rural
residents with access to treatment, care and prevention on one campus—and
Bridgepoint, which was designed by a consortium of architects from Stantec,
KPMB Architects, HDR Architecture and Diamond Schmitt—satisfies some
of his wish list in providing ambulatory care as well as complex continuing
care and rehabilitation services that incorporate elements of prevention
and treatment.
The 63,000-square-metre facility also happens to sit on a plot of land
where three other sites have been identified for future development over the
next decade.
Were Colucci to realize his dream, such an area could consist of other
elements, such as centres for cancer care and mental health, a medical clinic,
a long-term care facility, an assisted living retirement home, a guest house
for respite, a fitness and community centre, a learning resource centre and
possibly even space for life-sciences research. This healthcare constellation
could also include food markets and cafés.
“Imagine a place where you could go to your family doctor, then drop your
kids off at a fitness centre while you search for information about healthy
living at a library,” said Colucci. “You then pick up Grandma at the retirement
home and take the family grocery shopping followed by lunch—all at the same
location, whether it’s in a major city or a rural environment.”
He presented the idea of such a fully integrated campus of care at the
2013 International Union of Architects Public Health Group Forum and Global
University Programs in Healthcare Architecture Meeting at IIDEX 2013 in
Toronto, presented by RAIC.
“At one end, you would have a site for treatment, whether it’s through
long-term care or rehabilitation services. At the other end, you would focus
on prevention, such as through a learning resource centre or fitness facility,”
explained Colucci in an interview.
“Ambulatory care would straddle both sides in providing people with access
to primary care and minor day-hospital procedures.”
The question that confounds him is why such a one-stop healthcare
complex has not been established in Canada. Similar treatment-andprevention
models exist in the United States, the United Kingdom, Australia
and Scandinavia.
“It doesn’t have to be a physical collection of buildings,” said Colucci. “It
just has to be a mindset that has all these entities talking to one another to
create something greater than the sum of their individual parts where people
have a place to go to learn how to take care of themselves.”
However, as he pointed out, that conversation isn’t occurring and the
required partners in the process function within their own silos.
Provincial health ministries operate ambulatory, continuing and long-term
care facilities. Municipalities run fitness and community centres and libraries,
while retirement homes are private-sector businesses.
If they all came together, perhaps a health-and-wellness campus could
receive public-private funding, according to Colucci, who served as project
architect for the award-winning Baycrest Centre for Geriatric Care’s Apotex
Centre for long-term care residents and those suffering from cognitive disorders
in Toronto.
“As architects, we have the capability and understanding of all of the
required building types, but nobody is pulling them together into a single
campus,” said Colucci.
The idea for a healthcare hub has caught the attention and interest of some
significant and potential future partners, including Blake Hutcheson, president
and CEO of real estate developer Oxford Properties Group, and Cliff Harvey,
MRAIC, senior architect at the Ontario Ministry of Health and Long-Term Care. ■
Un carrefour de soins de santé
Un carrefour de soins
de santé pour tous
Par Christopher Guly
Photos: Tom Arban
