Vivian Manasc, PP/FRAIC, Jack Lightstone and Raymond Moriyama, FRAIC Federal Government Procurement The RAIC, through a committee called Federal – Industry Real Property Council, works with Public Works Government Services Canada (PWGSC) and other federal departments to ensure the fair and transparent selection of Architects, and that contracts between the government and Architects are equitable and properly assign risk and responsibilities. The RAIC works closely with the Association of Canadian Engineering Companies (ACEC) in this regard and both organizations advocate for a qualifications-based selection (QBS) system. Ralph Wiesbrock, FRAIC, Peter Kindree, MRAIC, and Deborah Farrow, MRAIC serve on the committee dealing with the Federal Government with staff support provided by Jon Hobbs, FRAIC. Board of Directors The Royal Architectural Institute of Canada 2007 Annual Report The RAIC Board of Directors and Executive Director were especially vocal in advocating for a wide range of issues including: • disappointment with the Federal Government because it publicly issues announcements about funding energy efficiency, while quietly cutting programs such as funding for the Commercial Building Incentive Program (CBIP) for New Buildings; • the 2030 Challenge and the need for Sustainable Design; • the maintenance of federal initiatives to alleviate skilled labour shortages through improvements to the Temporary Foreign Worker Program; • design of housing is much more than cookie-cutter homes (through a clip on the Slow Home website); City of Vancouver National Works Yard, Certified CaGBC LEED 2.1 Gold | Omicron Architecture Engineering Construction Ltd. | photo: Terry Guscott • the need for consultation and a Design Competition for Lansdowne Park in Ottawa; and, • input to the Pre-Budget Consultations of the Federal Government. Advocacy Magazine Two issues of the RAIC’s advocacy publication, Architecture – a magazine for public and institutional administrators promoted the profession of Architecture and quality design to the MASH sector – municipalities, academia, school boards and health care clients. The spring/ summer issue concentrated on school design and the fall/winter issue focused on municipalities. The Royal Architectural Institute of Canada 2007 Annual Report The issues were targeted at clients and administrators of public institutions. The first issue was mailed to school board administrators and the second was sent to decision makers in municipality offices. A copy of each magazine was also sent to RAIC members as an illustration of the RAIC’s various advocacy efforts. 2030 Challenge Created in May, the 2030 Challenge Task Force developed a draft site map and a work plan for the development of a collaborative (or “wiki”) web site and forum where Architects and experts can share best practices and lessons learned in green building, in an effort to share and find knowledge related to achieving the goals of the Challenge.
