Low carbon construction skills<br />

<strong>The</strong> need <strong>for</strong> excellence <strong>in</strong> undergraduate teach<strong>in</strong>g<br />

<strong>The</strong> construction <strong>in</strong>dustry relies on <strong>design</strong>ers to develop and test new ideas <strong>in</strong><br />

low carbon <strong>design</strong> and communicate these ideas <strong>in</strong> a <strong>for</strong>m that can be delivered<br />

by the traditional construction supply cha<strong>in</strong>. Without <strong>design</strong>ers educated <strong>in</strong><br />

passive energy conservation techniques, the <strong>in</strong>dustry will cont<strong>in</strong>ue to pursue<br />

the prevalent approach, simply based on sett<strong>in</strong>g targets <strong>for</strong> carbon emission<br />

reductions <strong>in</strong> per<strong>for</strong>mance specifications. Without a holistic approach to <strong>design</strong><br />

<strong>for</strong> energy conservation the only option <strong>for</strong> the supply cha<strong>in</strong> is to try to achieve<br />

the targets with bolt-on technology.<br />

<strong>The</strong> construction <strong>in</strong>dustry and academia do not engage well. This means that<br />

many <strong>of</strong> the usual routes <strong>for</strong> dissem<strong>in</strong>at<strong>in</strong>g the results <strong>of</strong> academic research do<br />

not work with the construction <strong>in</strong>dustry. In the absence <strong>of</strong> research engagement,<br />

undergraduate teach<strong>in</strong>g <strong>for</strong>ms the best route <strong>for</strong> dissem<strong>in</strong>ation <strong>of</strong> new th<strong>in</strong>k<strong>in</strong>g<br />

<strong>in</strong> low carbon <strong>design</strong> <strong>in</strong>to the <strong>in</strong>dustry. However the lack <strong>of</strong> <strong>in</strong>dustry engagement<br />

also works the other way, <strong>in</strong> that university teach<strong>in</strong>g <strong>in</strong>volves little <strong>in</strong>put from the<br />

construction pr<strong>of</strong>essionals who are daily test<strong>in</strong>g and prov<strong>in</strong>g the new ideas <strong>in</strong> low<br />

carbon construction.<br />

<strong>The</strong> scheme <strong>for</strong> Visit<strong>in</strong>g Pr<strong>of</strong>essors <strong>in</strong> Build<strong>in</strong>g Eng<strong>in</strong>eer<strong>in</strong>g Physics has<br />

demonstrated how plac<strong>in</strong>g experienced practitioners <strong>in</strong>to university eng<strong>in</strong>eer<strong>in</strong>g<br />

departments has revolutionised the teach<strong>in</strong>g <strong>of</strong> <strong>design</strong> and low carbon skills <strong>for</strong><br />

undergraduates [K<strong>in</strong>g 2010]. With a ground<strong>in</strong>g <strong>in</strong> appropriate eng<strong>in</strong>eer<strong>in</strong>g theory<br />

and holistic <strong>design</strong> practice, together with exposure to the challenges <strong>of</strong> realworld<br />

<strong>design</strong> projects, graduates from these courses are uniquely equipped to<br />

contribute to low carbon <strong>design</strong> <strong>in</strong>dustry.<br />

Such graduates are <strong>in</strong> great demand and will quickly f<strong>in</strong>d themselves <strong>in</strong> positions<br />

<strong>of</strong> <strong>in</strong>fluence with<strong>in</strong> the <strong>in</strong>dustry. <strong>The</strong>ir knowledge <strong>in</strong> the field <strong>of</strong> low carbon <strong>design</strong><br />

generally far exceeds that <strong>of</strong> their superiors and we see such graduates engaged<br />

with projects at all levels. Increas<strong>in</strong>g the base <strong>of</strong> low carbon educated graduates<br />

across the construction <strong>in</strong>dustry there<strong>for</strong>e represents a substantial opportunity to<br />

drive change through the <strong>in</strong>dustry from the ground up.<br />

<strong>The</strong> need <strong>for</strong> excellence <strong>in</strong> cont<strong>in</strong>u<strong>in</strong>g pr<strong>of</strong>essional development<br />

Whilst creat<strong>in</strong>g cohorts <strong>of</strong> low carbon <strong>design</strong> undergraduates will undoubtedly<br />

change the construction <strong>in</strong>dustry from the ground up, <strong>in</strong> order to achieve the<br />

rapidity <strong>of</strong> change required it will also be necessary to address senior employees<br />

<strong>in</strong> the <strong>in</strong>dustry.<br />

A number <strong>of</strong> specialist centres at UK universities, such as the Centre <strong>for</strong> W<strong>in</strong>dow<br />

and Cladd<strong>in</strong>g Technology at the University <strong>of</strong> Bath have successfully developed<br />

postgraduate teach<strong>in</strong>g <strong>in</strong> a modular <strong>for</strong>m. <strong>The</strong> modules can then be <strong>of</strong>fered<br />

to the <strong>in</strong>dustry as a component <strong>of</strong> a practitioner’s cont<strong>in</strong>u<strong>in</strong>g pr<strong>of</strong>essional<br />

development. This approach has proved very popular <strong>in</strong> allow<strong>in</strong>g <strong>in</strong>dustry<br />

pr<strong>of</strong>essionals to access new expertise without undertak<strong>in</strong>g an entire Master’s<br />

degree program.<br />

<strong>The</strong> need <strong>for</strong> <strong>in</strong>dustry tra<strong>in</strong><strong>in</strong>g and tra<strong>in</strong>ers<br />

<strong>The</strong> Green Deal proposals, amount<strong>in</strong>g to a need <strong>for</strong> tra<strong>in</strong><strong>in</strong>g over 12,000 new low<br />

carbon specialists each year, will also create a significant demand <strong>for</strong> people to<br />

tra<strong>in</strong> them. <strong>The</strong>re simply are not sufficient specialists <strong>in</strong> the <strong>in</strong>dustry at present to<br />

deliver this volume <strong>of</strong> tra<strong>in</strong><strong>in</strong>g. Furthermore, it must be ensured that the tra<strong>in</strong><strong>in</strong>g<br />

provided appropriately addresses techniques <strong>for</strong> carbon abatement at the lowest<br />

social cost as well as the simple technological fix approach.<br />

<strong>The</strong> <strong>case</strong> <strong>for</strong> <strong>Centres</strong> <strong>of</strong> <strong>Excellence</strong> <strong>in</strong> susta<strong>in</strong>able build<strong>in</strong>g <strong>design</strong> 29
