gaps have been filled by a new type <strong>of</strong> pr<strong>of</strong>essional, a susta<strong>in</strong>ability consultant<br />

or code assessor, who understands aspects <strong>of</strong> the regulations or environmental<br />

assessment methods <strong>in</strong> detail and can use s<strong>of</strong>tware to generate the necessary<br />

calculations and certification <strong>for</strong> new build<strong>in</strong>gs.<br />

<strong>The</strong> field has no recognised codes <strong>of</strong> practice or pr<strong>of</strong>essional standards and work<br />

is <strong>of</strong>ten undertaken by consultants from wide-rang<strong>in</strong>g backgrounds who may not<br />

be conversant with the pr<strong>in</strong>ciples <strong>of</strong> build<strong>in</strong>g physics, or even eng<strong>in</strong>eer<strong>in</strong>g. <strong>The</strong>re<br />

are many compet<strong>in</strong>g competency schemes run by pr<strong>of</strong>essional eng<strong>in</strong>eer<strong>in</strong>g<br />

<strong>in</strong>stitutions, trade associations and private sector bus<strong>in</strong>esses. This lack <strong>of</strong><br />

consistency results <strong>in</strong> enormous variations <strong>in</strong> the standard <strong>of</strong> service provided<br />

by practitioners.<br />

In contrast with the field <strong>of</strong> civil and structural eng<strong>in</strong>eer<strong>in</strong>g, where rigorous<br />

method and education <strong>for</strong> <strong>in</strong>tegrated <strong>design</strong> exists, the field <strong>of</strong> environmental<br />

<strong>design</strong> is presently dom<strong>in</strong>ated by s<strong>in</strong>gle issue, tick box methodologies. <strong>The</strong>se<br />

methodologies cannot there<strong>for</strong>e evaluate <strong>in</strong>tegrated per<strong>for</strong>mance nor the benefit<br />

<strong>of</strong> good <strong>design</strong>, yet they are <strong>in</strong>creas<strong>in</strong>gly be<strong>in</strong>g used as substitutes <strong>for</strong> properly<br />

developed environmental <strong>design</strong> strategies.<br />

<strong>The</strong>re are now numerous s<strong>in</strong>gle issue assessment methods applied to various<br />

aspects <strong>of</strong> build<strong>in</strong>g per<strong>for</strong>mance required by regulation, such as the Energy<br />

Per<strong>for</strong>mance Certificate (EPC) and Display Energy Certificate (DEC). <strong>The</strong>re are also<br />

a number <strong>of</strong> broader environmental assessments, such as the Build<strong>in</strong>g Research<br />

Establishment Environmental Assessment Method (BREEAM), Leadership <strong>in</strong><br />

Energy Efficient Design (LEED) and the Code <strong>for</strong> Susta<strong>in</strong>able Homes. However,<br />

these assessments also amount to little more than tick box evaluations across a<br />

variety <strong>of</strong> s<strong>in</strong>gle issues.<br />

In many <strong>case</strong>s the application <strong>of</strong> these environmental per<strong>for</strong>mance assessments<br />

is undertaken by experienced build<strong>in</strong>g <strong>design</strong>ers. However, it is equally true<br />

that, <strong>in</strong> many <strong>case</strong>s, susta<strong>in</strong>ability assessors with little experience <strong>in</strong> the <strong>design</strong><br />

or construction <strong>of</strong> build<strong>in</strong>gs are be<strong>in</strong>g asked to lead the environmental <strong>design</strong>,<br />

or to advise on the application <strong>of</strong> renewable energy technologies <strong>for</strong> various<br />

government-funded <strong>in</strong>itiatives. In some <strong>case</strong>s only two or three days <strong>of</strong> basic<br />

tra<strong>in</strong><strong>in</strong>g with an exam adm<strong>in</strong>istered by the tra<strong>in</strong><strong>in</strong>g provider is required to qualify<br />

as an assessor. <strong>The</strong>re is no prerequisite that such a “qualified” pr<strong>of</strong>essional really<br />

knows how to <strong>design</strong> a build<strong>in</strong>g.<br />

Thus the <strong>design</strong> <strong>of</strong> build<strong>in</strong>gs, which has <strong>of</strong>ten seen little collaboration between<br />

the discipl<strong>in</strong>es, has become fragmented. A <strong>design</strong> team may <strong>of</strong>ten now comprise<br />

many separate discipl<strong>in</strong>es; architect, structural eng<strong>in</strong>eer, build<strong>in</strong>g services<br />

eng<strong>in</strong>eer, susta<strong>in</strong>ability consultant and code assessor, all vy<strong>in</strong>g to be seen as the<br />

champion <strong>of</strong> susta<strong>in</strong>ability. However these teams <strong>of</strong>ten still fail to communicate<br />

and co-operate to make the key strategic decisions that will reduce the need <strong>for</strong><br />

mechanical and electrical solutions to com<strong>for</strong>t and climate control.<br />

<strong>The</strong> solution to these press<strong>in</strong>g problems is to ensure that those responsible<br />

<strong>for</strong> <strong>design</strong> decisions have a thorough understand<strong>in</strong>g <strong>of</strong> both the theory and<br />

application <strong>of</strong> build<strong>in</strong>g science as it relates to energy conservation. <strong>The</strong>re is a clear<br />

need <strong>for</strong> identifiable competency <strong>in</strong> build<strong>in</strong>g physics and environmental <strong>design</strong>,<br />

as there is <strong>for</strong> civil and structural eng<strong>in</strong>eers and <strong>for</strong> build<strong>in</strong>g services eng<strong>in</strong>eers.<br />

Furthermore it is essential that those procur<strong>in</strong>g build<strong>in</strong>gs understand the<br />

dist<strong>in</strong>ction between practitioners who are experienced and qualified to <strong>design</strong><br />

energy efficient build<strong>in</strong>gs and those that are qualified merely to measure the<br />

results <strong>of</strong> the <strong>design</strong>.<br />
