The <strong>QHRAI</strong> is proud to have served the Quarter Horse racing industry<br />

in <strong>2011</strong> <strong>and</strong> even more proud of the GREAT year it was for Quarter Horse<br />

Racing in <strong>In</strong>diana.<br />

On behalf of the Quarter Horse Racing Association of <strong>In</strong>diana we would like to<br />

thank all of the breeders, owners <strong>and</strong> horsemen who participated in our <strong>In</strong>diana Program.<br />

We have all heard the saying “you can’t see the forest for the trees”, that might fit most of us involved<br />

with the QH program in <strong>In</strong>diana. Outside of our state, <strong>In</strong>diana is held up as a model of success, the<br />

integrity <strong>and</strong> drug testing is one of the leaders in the country, the <strong>QHRAI</strong> Youth Day program<br />

is considered one of the top in the country. Our Stallion Service Auction is one of the top<br />

grossing “live” service auctions in the country, the list goes on <strong>and</strong> on.<br />

The officers <strong>and</strong> directors of the <strong>QHRAI</strong> are proud of the work we have done, the horsemen of<br />

<strong>In</strong>diana can be proud of The Quarter Horse Racing <strong>In</strong>dustry in <strong>In</strong>diana a well.<br />

both divisons. Her Trainer R<strong>and</strong>y Haffner <strong>and</strong> Jockey Rodney Prescott would most likely dominate<br />

our sport in <strong>In</strong>diana if they ever put both feet in, (they are both leaders on the TB side). Her sire<br />

Country Chicks Man is one of the hottest young sires <strong>and</strong> her dam is the royally bred Frisco Fling. It<br />

isn’t any wonder this filly won 2 <strong>and</strong> racked up over $30k in her freshman year.<br />

Rule 1. <strong>In</strong>diana Bred Quarter Horse Breed Development Program<br />

71 IAC 14.5-1-1 <strong>In</strong>diana bred quarter horse<br />

Sec. 1. (a) <strong>In</strong>diana bred quarter horse means any properly registered quarter horse<br />

foaled in <strong>In</strong>diana <strong>and</strong> whose dam was registered with the commission.<br />

(b) The mare must:<br />

(1) Have entered <strong>In</strong>diana by November 1, 2008, <strong>and</strong> by July 1, 2009, <strong>and</strong> each<br />

year thereafter in the year prior to foaling.<br />

(2) Remain in <strong>In</strong>diana continuously until foaling. The resulting foal will then be<br />

eligible to be registered as an <strong>In</strong>diana bred.<br />

(c) <strong>In</strong> the event a mare entered <strong>In</strong>diana <strong>and</strong> was registered with the commission after<br />

November 1, 2008, <strong>and</strong> by July 1, 2009, <strong>and</strong> each year thereafter in the year prior to foaling,<br />

the foal (which must be foaled in <strong>In</strong>diana) may be eligible to be registered as an <strong>In</strong>diana bred.<br />

(d) The mare must be bred back to a registered <strong>In</strong>diana stallion in the year of foaling<br />

for the foal to qualify as an <strong>In</strong>diana bred.<br />

(e) If the mare fails to conceive when bred or is unfit to breed due to health<br />

reasons, a veterinarian certificate is required from a licensed <strong>In</strong>diana veterinarian.<br />

(f) If the mare does not conceive, it must:<br />

(1) remain open for that breeding season in order for the mare’s current foal to be<br />

eligible to be registered as an <strong>In</strong>diana bred;<br />

(2) remain in <strong>In</strong>diana for a period of thirty (30) days from the foaling date; <strong>and</strong><br />

(3) the mare <strong>and</strong> foal must be inspected by a commission representative prior to<br />

leaving the state.<br />

(g) An <strong>In</strong>diana bred quarter horse foaled prior to the year 2002 will require that<br />

the breeder must be a resident of <strong>In</strong>diana as noted on the American Quarter Horse Association<br />

registration certificate. These horses must be registered with the commission by September 1,<br />

2002, or will not be eligible for the <strong>In</strong>diana bred program.<br />

(h) The horse must be registered with the commission prior to being entered<br />

(d) <strong>In</strong> the event there is more than one (1) recipient mare:<br />

(1) One (1) recipient foal will be eligible to be registered as an <strong>In</strong>diana bred.<br />

(2) It is the sole responsibility of the owner of the donor mare to choose <strong>and</strong> register<br />

the foals that are to be eligible to the <strong>In</strong>diana bred program.<br />

(e) A copy of the donor mare registration papers <strong>and</strong> all lease agreements must<br />

accompany the application for identification <strong>and</strong> ownership purposes.<br />

(f) All foals resulting from an embryo transplant or from the donor mare that will<br />

be eligible to be registered as an <strong>In</strong>diana bred must be as follows:<br />

(1) Microchipped (one hundred twenty-five (125) mhz) by a licensed <strong>In</strong>diana veterinarian<br />

within thirty (30) days of foaling or before leaving the state, whichever would be first.<br />

(2) This shall be done at the owner’s expense with a microchip approved by the<br />

breed development advisory committee.<br />

(g) The recipient mare must be able to be identified by:<br />

(1) <strong>In</strong>diana breed development identification form;<br />

(2) American Quarter Horse Association certificate of registration; or<br />

(3) microchip (one hundred twenty-five (125) mhz), (must be done by a licensed<br />

veterinarian at the owner’s expense), documentation copies must accompany the application.<br />

(h) The donor mare may leave the state to participate in:<br />

(1) stakes;<br />

(2) medical care; or<br />

(3) a mare leaving the state for an advertised public sale may:<br />
