The QHRAI is proud to have served the Quarter Horse racing industry 

in 2011 and even more proud of the GREAT year it was for Quarter Horse 

Racing in Indiana. 

On behalf of the Quarter Horse Racing Association of Indiana we would like to 

thank all of the breeders, owners and horsemen who participated in our Indiana Program. 

We have all heard the saying “you can’t see the forest for the trees”, that might fit most of us involved 

with the QH program in Indiana. Outside of our state, Indiana is held up as a model of success, the 

integrity and drug testing is one of the leaders in the country, the QHRAI Youth Day program 

is considered one of the top in the country. Our Stallion Service Auction is one of the top 

grossing “live” service auctions in the country, the list goes on and on. 

The officers and directors of the QHRAI are proud of the work we have done, the horsemen of 

Indiana can be proud of The Quarter Horse Racing Industry in Indiana a well.

Stake, and finished the year with a record of 2 wins, 3 seconds and 1 3rd from 9 starts and bank

Jessgonnafly- Sired by Fly Jess Fly and out of the Toast to Dash mare Toast to Gypsy. 

This sorrel gelding had 2 wins and 2 seconds in 2011 at Indiana Downs including a 2nd in the 

QHRAI/Indiana Live Derby. Bred by Legacy Ranch, Trained by Victor Gonzalez and Owned by 

Isabelle Guerrero. This gelding finished up 2011 with 2 wins and over $44k in earnings. 

Indiana Downs Champion Aged Mare 

MC Dashin Lil Angel- This 6 year old Rare Cigar mare is out of the nice Easily 

Smashed mare Lil Birthday Angel and is Bred and Owned by Jon and Carrie McGuire. This sorrel 

dasher crept her earnings over $75,000 with 2011 deposits. She is trained by Dickey Benton. 

Indiana Downs Champion Aged Colt/Gelding 

Havanna Gold- A 4 year old gelding by Rare Cigar and out of Oh Jet Rockette by Oh 

Jet Hi. This rapid gelding was bred by Greg Morrison, Trained by Deane Lehman and Owned by 

Jane Lehman. Mrs. Lehman’s nice horse hit the board 100%, 2 firsts, 1 second and 2 thirds including 

a 3rd in the Born Runner Stake. The $38k he racked up this year ran his lifetime earnings to over 

$113,000. 



2011 Indiana Downs Champion 2 Year Old 

HQH Burn Notice- Perfection 4 Starts and 4 Wins and over $75k in the bank at 

Indiana Downs. “Bernie” as he’s known around the Rapper stable, walks as though he might be a 

pony horse, unassuming and gentle eyed, This stout son of Twaynas Dash stepped up his game winning 

the Jaguar Rocket by a length and clocking a 94, Congratulations to Ron and Jenifer Haynes 

the Breeders and Owners of his Sire and to David Whitman and his family for owning such a solid 

horse. 


Air Born Leader- The performance this 3 year old put on in the Born Runner 

Stake would make any Quarter Horse racing fan smile, ahead by over 2 lengths 100 yards out 

he cruised to an easy win. “Moocher” is one of many success stories that have come out of the 

Thompson Farm breeding operation, a model for what an Indiana Breeder can accomplish. Congratulations 

to Owner and Breeders Randy and Marg Thompson, Tom Mosley Trainer. 


Jessgonnafly- This Horse is just a darn “Hard Knocker” he has had his share of 

trainers and jockeys, he has run from Oklahoma to Florida and he just keeps rolling. Two Wins 

and Two Seconds at Indiana Downs including a second in the QHRAI/Indiana Live Derby, He is 

by the Mr Jess Perry son Fly Jess Fly and out of a Toast to Dash mare, Congratulations to breeder 

Legacy Ranch, Owner Isabell Guerrero and Trainer Victor Gonzales. 

2011 Indiana Downs Champion Aged Horse 

Havanna Gold- What a good story this is, Bred in Indiana by Greg Morrison and 

sold as 2yr old at Heritage Place, Deane and Jane Lehman stepped up and bought him and have 

now made over $100,000 with him. Two wins and a third at Indiana Downs and didn’t run worse 

than third all year. By Indiana Sire Rare Cigar, one of the toughest race horses to sprout out of 

Indiana, and out of Oh Jet Rockette. Congratulations to all the Connections. 

2011 Indiana Downs Champion Trainer 

Ron Raper- As much as things have changed in Quarter Horse Racing in the last 5 

years one thing hasn’t, Ron Raper, Indiana’s all time leading trainer. This year at Indiana Downs 

Ron led all measurable statistics, Most Wins, Most Stakes Wins, Most Money Earned. 94 Starts, 

17-8-11 and over $325,000 in earnings. Highlights include, 1stin the Jaguar Rocket, 1st & 3rd 

in the Heartland and many others. Congratulations to Ron and Jenette and all there crew. 

2011 Indiana Downs Champion Jockey 

Victor Olivo- Victor has been creeping up the leaders board for the past several years in the 

Hoosier Jockey Ranks, this year Harold Collins and Victor were tied for wins on the last day of QH Racing 

at Indiana Downs, it came down to the last race and Harold got the nod and let the meet by wins, but when 

it was all said and done it was Victor Olivo who led the meet by AQHA points he finished the meet with a 

record of 74 Starts 12-8-10 and earnings over $200,000. Congratulations to Victor and his family on a great 

meet.

2011 Indiana Downs Champion Breeder 

Randy Thompson- Another great meet and great year for the Thompson family in 

Quarter Horse Racing. Randy, sold some, bred some, bought some, Some were Sired, Some were 

Bred, but they nearly all came flyin down the race track. In 2011 at Indiana Downs alone their highlights 

included: 1st & 4th in the Born Runner, 2nd in the Blue River Derby, 3rd in the Jaguar Rocket 

and many others. The Thompson Stable hit the board 73% of the time, other impressive stats for the 

meet are 26 Starts 5 wins 9 seconds 5 thirds Earnings of $169,985. Congratulations to Randy and 

Marg and the whole Thompson Family. 

2011 Indiana Downs Champion Owner 

Randy Thompson- Well we have covered most of his stats in the breeder recap, A 

Great Meet is just that Great. The Thompsons plan their breedings out years in advance, they keep 

most of their yearlings and race them, they look like little fat race horses as late yearlings, never 

missed a shot, farrier appointment, worming, they get it all. Randy and Marg have all their horses 

xrayed from top to bottom after the race season is over and reinvest in whatever procedures are 

needed. No different than any dominate sports franchise, they work hard at it and run like a well 

oiled machine. Randy and Marg deserve all the credit in the world for their accomplishments.

Hoosier Park Champion 2 Year Old Filly 

BPS Frisco Chic- This filly had a lot going for her the minute she crossed the Indiana 

Boarder to start her Hoosier race Campaign, her Owner and Breeder is one of the National leaders in 

both divisons. Her Trainer Randy Haffner and Jockey Rodney Prescott would most likely dominate 

our sport in Indiana if they ever put both feet in, (they are both leaders on the TB side). Her sire 

Country Chicks Man is one of the hottest young sires and her dam is the royally bred Frisco Fling. It 

isn’t any wonder this filly won 2 and racked up over $30k in her freshman year. 

Hoosier Park Champion 2 Year Old Colt/Gelding 

Chilled Six Pack- The perfect partnership…Father and Son Raymond and Chris 

Duke took all the money with this one. The dukes own leading freshman sire Chilled Corona, they 

raced and own the mama, track record setter at Remington Six Packin Robin. And they owned this 

fireball as he scorched the field in the trials and finals of the Gordon Mobley, while racking up over 

$74,000 in earnings. Congratulations to the whole Duke Family and Trainer John McCreary. 

Hoosier Park Champion 2 Year Old Colt/Gelding 

HQH Burn Notice- “Bernie” kept to task at the Hoosier Park meet, sending his earnings 

for the year over $100k. A great tribute to Ron and Jenifer Haynes Stallion Twaynas Dash and 

their breeding program. Bernie, whose mother made the consolation of both the All American and 

Heritage Place Futurities, did his connections proud. Owner David Whitman &Trainer Ron Raper. 



Hoosier Park Champion Aged Colt/Gelding 

Gypsy Effort- This hard knocker gives it up every trip, this year he won 2 and ran his 

earnings to over $50,000, the Owner/Breeder Donna Gerard, trainer Paul Martin have managed 

this royally bred son of Call Me Together through a successful year of Stakes and Allowances. He 

finished up 2011 by running a solid 4th in the Hoosier Park Classic 

2011 Hoosier Park Champion 2 Year Old 

BPS Frisco Chic- This filly didn’t win the most, didn’t make the most. But from the 

time she unloaded in the Hoosier Park stable area, she raced against the best Indiana had to offer 

and was always in the mix. A solid year for this Bill Price Bred and Owned Filly, Trained by Randy 

Haffner. 


Lovemelikethat- There is as many ways to describe this mare as there are to describe 

sunsets. Her 2011 race campaign may have been the most impressive, dominate seasons in Hoosier 

Quarter Horse Racing, not only for a filly, or a State Bred but for any 3 year old. Trained by John 

McCreary, Owned by Cooter Daniel and Bred by Mark Michel. 


Lovemelikethat- And she does love her connections like that. This mare is a movie 

star, Wins the Sterlie Bertram Trials and Finals, Wins the “Open” QHRAI Derby while setting a 

track record. She had a whale of a meet at Hoosier Park, she went undefeated, 4 for 4, racked 

up over $125,000. WOW. Congratulations to Breeder Mark Michel, Owner Cooter Daniels and 

Trainer John McCreary. 


Bitter Sweet Song- A name couldn’t fit a horse better, think about this. This filly got a bad 

reputation as a bronc as a 2 yr old, went unstarted and into the Hoosier Paddock sale, where Randy Haffner 

bought her for $2500. This filly is now a Stakes winner of over $100k with a 101 speed index. Congratulations 

to Randy Haffner, Owner/Trainer and Breeder Circle S Ranch. 


Bitter Sweet Song- Another “rags to riches” story for Randy Haffner, after winning 

the SSA Futurity 2 years in a row with MAIDENS, this year he took an unstarted paddock sale grad 

and turned it into a stakes winner of over $100k. Bred by Circle S, Owned and Trained by Randy 

Haffner. Well Done. 

2011 Hoosier Park Champion Aged Horse 

Determinedly- Sired by First Wrangler, out of hard knocking Night Beat Melody. Bred by the 

Cleary Family, Owned by Michelle Collins and Trained by Tom Mosley, not exactly a list of the who’s who in 

Quarter Horse Racing, but this filly don’t care. Champion honors at 2, at 3 and now at 4. Every stable needs a 

trier like this one.

Air Born Leader- This nice gelding continued his winning ways from the spring meet 

onto Hoosier Park, where he made the finals of both the SSA Derby and the Sterlie Bertram. This

ARTICLE 14.5. QUARTER HORSE DEVELOPMENT PROGRAM 

Rule 1. Indiana Bred Quarter Horse Breed Development Program 

71 IAC 14.5-1-1 Indiana bred quarter horse 

Authority: IC 4-31-3-9

Sec. 1. (a) Indiana bred quarter horse means any properly registered quarter horse 

foaled in Indiana and whose dam was registered with the commission. 

(b) The mare must: 

(1) Have entered Indiana by November 1, 2008, and by July 1, 2009, and each 

year thereafter in the year prior to foaling. 

(2) Remain in Indiana continuously until foaling. The resulting foal will then be 

eligible to be registered as an Indiana bred. 

(c) In the event a mare entered Indiana and was registered with the commission after 

November 1, 2008, and by July 1, 2009, and each year thereafter in the year prior to foaling, 

the foal (which must be foaled in Indiana) may be eligible to be registered as an Indiana bred. 

(d) The mare must be bred back to a registered Indiana stallion in the year of foaling 

for the foal to qualify as an Indiana bred. 

(e) If the mare fails to conceive when bred or is unfit to breed due to health 

reasons, a veterinarian certificate is required from a licensed Indiana veterinarian. 

(f) If the mare does not conceive, it must: 

(1) remain open for that breeding season in order for the mare’s current foal to be 

eligible to be registered as an Indiana bred; 

(2) remain in Indiana for a period of thirty (30) days from the foaling date; and 

(3) the mare and foal must be inspected by a commission representative prior to 

leaving the state. 

(g) An Indiana bred quarter horse foaled prior to the year 2002 will require that 

the breeder must be a resident of Indiana as noted on the American Quarter Horse Association 

registration certificate. These horses must be registered with the commission by September 1, 

2002, or will not be eligible for the Indiana bred program. 

(h) The horse must be registered with the commission prior to being entered

Sec. 2. Indiana foaled quarter horse means a horse whose American Quarter 

Horse Association registration certificate indicates Indiana as the state where the horse was 

foaled prior to the year 2002. A horse must be registered with the commission and a certificate 

issued prior to entry into an Indiana foaled conditioned race. These horses must be registered 

with the commission by September 1, 2002, or will not be eligible for the Indiana bred

Rule 2. Registration 

71 IAC 14.5-2-1 Mare registration 



Sec. 1. (a) In order to be eligible to register a quarter horse foal as Indiana bred, 

such foal must be: 

(1) foaled in Indiana and its dam must be registered with the commission; 

(2) registered and have entered Indiana by November 1, 2008, by July 1, 2009, 

and each year thereafter; and 

(3) remain in Indiana continuously until foaling. 

(b) A current copy of the mare’s American Quarter Horse Association registration 

certificate or front and back of the mare’s Jockey Club papers along with lease agreements are 

to be included with the registration. 

(c) In the event a mare entered Indiana or is registered with the commission after 

November 1, 2008, by July 1, 2009, and each year thereafter, the foal (which must be foaled in 

Indiana) may be eligible to be registered as an Indiana bred. To be eligible, the mare must be: 

(1) bred back to a registered Indiana stallion in the year of foaling for the foal to 

qualify as an Indiana bred; and 

(2) the stallion must be registered with the commission in the year the foal was 

conceived. 

(d) If the mare fails to conceive when bred or is unfit to breed due to health 

reasons, a veterinarian certificate is required from a licensed veterinarian.

Sec. 1.5. (a) In order to be eligible to register quarter horse embryo transfer foals 

as Indiana bred, foals must be: 

(1) foaled in Indiana; 

(2) the donor mare; and 

(3) recipient mare must be registered with the commission. 

(b) The donor mare and recipient mare must be: 

(1) registered and have entered Indiana by November 1, 2008, and by July 1, 

2009, and each year thereafter; and 

(2) both mares must remain in Indiana continuously until foaling. 

(c) The donor mare and the recipient mare are limited to register one (1) foal each 

per foaling year as an Indiana bred. 

(d) In the event there is more than one (1) recipient mare: 

(1) One (1) recipient foal will be eligible to be registered as an Indiana bred. 

(2) It is the sole responsibility of the owner of the donor mare to choose and register 

the foals that are to be eligible to the Indiana bred program. 

(e) A copy of the donor mare registration papers and all lease agreements must 

accompany the application for identification and ownership purposes. 

(f) All foals resulting from an embryo transplant or from the donor mare that will 

be eligible to be registered as an Indiana bred must be as follows: 

(1) Microchipped (one hundred twenty-five (125) mhz) by a licensed Indiana veterinarian 

within thirty (30) days of foaling or before leaving the state, whichever would be first. 

(2) This shall be done at the owner’s expense with a microchip approved by the 

breed development advisory committee. 

(g) The recipient mare must be able to be identified by: 

(1) Indiana breed development identification form; 

(2) American Quarter Horse Association certificate of registration; or 

(3) microchip (one hundred twenty-five (125) mhz), (must be done by a licensed 

veterinarian at the owner’s expense), documentation copies must accompany the application. 

(h) The donor mare may leave the state to participate in: 

(1) stakes; 

(2) medical care; or 

(3) a mare leaving the state for an advertised public sale may: 

(A) be gone for the interval of the sale, but must return to Indiana 

within fifteen (15) days of her sale; and 

(B) written documentation of the sale is required. 

(i) The director of breed development must be notified in writing within fifteen 

(15) days of the departure and return of the advertised public sale. 

(j) All mares in foal must be registered every year. (Indiana Horse Racing

Sec. 2. In order to be eligible to register a foal of 2002 and future as an Indiana 

bred with the commission, a completed application must be on file with the commission within 

twelve (12) months of the horse’s foaling date. If the foal is not registered by the required date, 

a late fee will be assessed in accordance with the following schedule: 

(1) Twelve (12) months plus one (1) day to December 31 of yearling year, two 

hundred dollars ($200). 

(2) Two (2) year old year, four hundred dollars ($400). 

(3) Three (3) year old year, one thousand dollars ($1,000) and beyond.

71 IAC 14.5-2-3 Stallion registration 



Sec. 3. (a) In order to be eligible to register a stallion with the commission, a completed 

application must be on file with the commission on or before November 1 of each year. 

(b) Each registered stallion must remain in Indiana the entire breeding season 

(February 1 through July 1). 

(c) New stallions arriving late cannot have covered any mares in another state 

during the same year. 

(d) Quarter horse stallions may breed both quarter horse and thoroughbred mares. 

(e) Thoroughbred stallions may breed quarter horse mares. Thoroughbred stallions 

breeding quarter horse mares must be registered in the quarter horse registry. 

(f) A stallion must be registered with the commission the year of the foal’s conception 

to be eligible for sire races and stallion awards. 

(g) Stallions must be registered each year. Any living or deceased stallion having 

sired foals while standing in the state of Indiana prior to the year 2001 must have on file with 

the commission an application covering the years it stood in the state to be eligible for sire 

races and stallion awards. 

(h) Mare’s bred reports must be on file with the commission by December 1 of 

each year. 

(i) A copy of lease agreements must accompany the application. 

(j) There will be a one hundred dollar ($100) late fee for all applications filed after 

the deadline. 

(k) This rule in no way restricts the shipment and use of cooled semen. 

(l) Only those stallions standing in Indiana and properly registered with the 

Indiana horse racing commission are eligible for stallion breed development awards. (Indiana

Rule 3. Awards 

71 IAC 14.5-3-1 Owner awards 



Sec. 1. (a) An owner award is the award paid to the owner of a registered Indiana 

bred quarter horse which places first, second, or third in any race except claiming races when 

entered for a claiming price of less than five thousand dollars ($5,000) or any speed index race, 

at a licensed pari-mutuel racetrack in Indiana. 

(b) In the event of multiple owners, the award will be paid to the individual listed 

first on the Equibase result chart. It is the responsibility of the individual who receives the 

owner award to distribute these monies to the remaining owners. 

(c) The amount of the award is twelve and one-half percent (12.5%) of the gross 

purse, distribution is: 

(1) fifty percent (50%) is awarded to the winner; 

(2) thirty percent (30%) is awarded to second place; and 

(3) twenty percent (20%) is awarded to third place. 

(d) Awards will be paid by the commission. 

(e) The registered owner, breeder, and stallion owner may receive an award not 

to exceed ten thousand dollars ($10,000) for a potential total payout of thirty thousand dollars 

($30,000) for winning a single race at an Indiana pari-mutuel racetrack. (Indiana Horse

Sec. 4. A purse supplement of fifteen thousand dollars ($15,000) is to be paid to 

the owner of an Indiana bred that competes in any open overnight race, excluding trials and 

claiming races. The supplement shall be distributed in the same manner and percentages in

71 IAC 14.5-3-5 Open stakes bonus 



Sec. 5. (a) A bonus award will be paid to the owner of a registered Indiana bred 

quarter horse which qualifies for the final of an open stake, including the Stallion Auction 

Futurity and Derby, at a licensed pari-mutuel racetrack in Indiana. In order for the bonus to be 

awarded, the stake must have held trials. 

(b) In the event of multiple owners, the award will be paid to the individual listed 

first on the Equibase result chart. It is the responsibility of the individual who receives the 

award to distribute these monies to the remaining owners. 

(c) If there are less than four (4) registered Indiana bred qualifiers for a stake, the 

award amount will be ten thousand dollars ($10,000) per horse. 

(d) If there are four (4) or more registered Indiana bred qualifiers for a stake, 

thirty thousand dollars ($30,000) will be divided among those qualified. 

(e) A registered Indiana bred must start in the finals of the stake in order to receive

Rule 5. Indiana Bred or Foaled Preference 

71 IAC 14.5-5-1 Indiana bred or foaled preference 



Sec. 1. (a) A registered Indiana bred or foaled that receives a R-date or an E-date 

will receive starter preference over a non-Indiana bred or foaled with an equal R-date or E-date. 

Such preference shall apply in all races not restricted to Indiana bred or foaled stake races 

excepted. Indiana bred or foaled will not receive starter preference over non-Indiana bred or 

foaled with better R-dates, E-dates, or zero-dates. 

(b) A registered Indiana bred that enters or races in an open race will retain their
