Remember: If you are working in your laboratory, during off-hours, please make sure that you<br />

notify Public Safety. Public Safety Officers are on duty 24 hours a day, 365 days a year.<br />

12.1 QCC Emergency Response and Recovery <strong>Plan</strong><br />

The effectiveness of the QCC Emergency Response and Recovery <strong>Plan</strong> is dependent on the<br />

development of a comprehensive central plan and individual college/unit plans as outlined in the<br />

University Emergency Response and Recovery <strong>Plan</strong>. The University has expected each college<br />

to develop an overall college emergency procedure manual as well as individual emergency<br />

procedure manuals for each building. The manuals must include a chain of command<br />

establishing the authority and responsibilities of campus officials and staff members, and<br />

requires that colleges, divisions, and individual departments designate emergency coordinators<br />

with the authority to make modifications in emergency procedures and to commit resources for<br />

emergency preparedness and recovery, as necessary.<br />

12.2 Emergency Procedures<br />

Emergencies can include both fire and non-fire emergencies. Fires are an "expected" emergency<br />

in all lab situations and almost all lab staff are trained on emergency steps in the event of a fire.<br />

“Non-fire” emergencies can include:<br />

• Loss of electricity, heat, water or other essential utilities.<br />

• Failure of mechanical equipment such as HVAC systems and emergency generators.<br />

• Flooding, tornadoes, earthquakes, or other natural disasters.<br />

• Nearby chemical releases of hazardous materials to the environment (from the lab<br />

down the hall or an explosion one-half mile away).<br />

• Terrorist actions or civil unrest.<br />

All QCC laboratories have been issued a flip type, emergency procedures guide. This guide is<br />

color coded for easy reference depending on the type of emergency. This guide should be posted<br />

prominently in your laboratory. Contact EHS at x5148 or the Department of Public Safety at<br />

x6320 if this guide is missing or to obtain additional copies.<br />

12.3 Emergency Evacuation Procedures<br />

Building occupants are required by law to evacuate the building when the fire alarm sounds<br />

(Pursuant to RNYC 27-4267 and FDNY Regulations). Evacuation directions, fire alarm<br />

locations and escape routes are required to be posted throughout the building at the base of<br />

stairways, elevator landings, and inside public doors. Also listed should be the specific<br />

location(s) of the building’s designated evacuation meeting points.<br />

Buildings designated with Class E occupancy code must have a fire safety plan on file with the<br />

FDNY. Additional information concerning Class E building fire code requirements can be found<br />

in the QCC <strong>College</strong> Emergency Procedures Manual.<br />
