livestock sectors, on Wednesday<br />

said it has spent over $100 million<br />

to take the majority <strong>stake</strong> <strong>in</strong> the<br />

<strong>Indian</strong> <strong>Basmati</strong> <strong>rice</strong> seller Bush<br />

<strong>Food</strong>s Overseas.<br />

The transaction, which was<br />

announced <strong>in</strong> New Delhi, was concluded<br />

and signed <strong>in</strong> Doha by the<br />

Chairman of <strong>Hassad</strong> <strong>Food</strong> Nasser<br />

al Hajri and Manag<strong>in</strong>g Director of<br />

Bush <strong>Food</strong>s Overseas Virkran<br />

Awasty <strong>in</strong> the presence of <strong>Qatar</strong>i<br />

Ambassador to India HE Hassan<br />

Mohammed al Emadi, accord<strong>in</strong>g<br />

to a release, <strong>in</strong> Doha on<br />

Wednesday.<br />

“We are happy with the deal. We<br />

have been <strong>in</strong>vest<strong>in</strong>g all over the<br />

world. For us, this is the first<br />

<strong>in</strong>vestment <strong>in</strong> India,” said Hajri.<br />

The acquisition will position<br />

<strong>Hassad</strong> <strong>Food</strong> on the global<br />

bus<strong>in</strong>ess map as major provider <strong>in</strong><br />

the <strong>Basmati</strong> <strong>rice</strong> doma<strong>in</strong> and will<br />

be considered another achievement<br />

for the <strong>Qatar</strong>i company s<strong>in</strong>ce<br />

its establishment <strong>in</strong> 2008.<br />

India is the world’s largest producer<br />

and seller of premier, aromatic<br />

<strong>Basmati</strong> <strong>rice</strong>. <strong>Hassad</strong> <strong>Food</strong> is<br />

the second overseas company to<br />

buy a majority <strong>stake</strong> <strong>in</strong> an <strong>Indian</strong><br />

<strong>Basmati</strong> <strong>rice</strong> seller.<br />

the budget for 2013, and<br />

ratification, and the assignment<br />

of an auditor for the fiscal<br />

year 2013, and determ<strong>in</strong>e<br />

The factory, to be set up<br />

with an <strong>in</strong>vestment of about<br />

$35.7 million, will be a jo<strong>in</strong>t<br />

venture with a South Korean<br />

company, accord<strong>in</strong>g to a<br />

statement from the South<br />

IMF to contribute $1.7bn<br />

to Cyprus bailout<br />

THE International Monetary Fund will<br />

contribute 1 billion euros ($1.29 billion)<br />

over three years to the 10 billion euro<br />

bailout for Cyprus, IMF Manag<strong>in</strong>g<br />

Director Christ<strong>in</strong>e Lagarde said <strong>in</strong> a<br />

statement on Wednesday.<br />

Monetary Fund has reached staff level<br />

agreement with the Cypriot authorities<br />

Doha gears up for 10th<br />

edition of Project <strong>Qatar</strong><br />

PROJECT <strong>Qatar</strong>, a premier <strong>in</strong>ternational<br />

and regional construction, build<strong>in</strong>g, environmental<br />

technology, and materials<br />

exhibition, on Wednesday announced<br />

milestones from last year’s highly successful<br />

Batelco <strong>buys</strong> CWC<br />

assets for $570mn<br />

BAHRAIN Telecommunications Co<br />

(Batelco), on Wednesday said it had<br />

completed the acquisition of the<br />

Monaco and Islands bus<strong>in</strong>ess division of<br />

telco Cable & Wireless Communications<br />

PLC for a total consideration of $570<br />

million.<br />

The deal, which was first announced<br />

<strong>in</strong> December, has now satisfied all necessary<br />

regulatory approvals and ownership<br />

of the assets has now been transferred<br />

to Batelco, the company said <strong>in</strong><br />

an emailed statement.<br />

two Angolan offshore oil and<br />

gasfields, people familiar with<br />

the matter said.<br />

This would be potentially<br />

the third major energy deal <strong>in</strong><br />

Africa this year, a major new<br />

front for Asian state energy<br />

<strong>firm</strong>s look<strong>in</strong>g to fuel fast<br />

grow<strong>in</strong>g economies.<br />

Reuters estimates that at<br />

least $6 billion worth of oil<br />

and gas blocks are be<strong>in</strong>g sold<br />

by US <strong>in</strong>dependent companies,<br />

under pressure from<br />

shareholders and tak<strong>in</strong>g<br />

advantage of Asian <strong>in</strong>terest to<br />

sell out of non-core assets. In<br />

total about $16 billion of oil<br />

and gas blocks are be<strong>in</strong>g sold<br />

globally, with $11 billion of<br />

year for oil and gas M&A,<br />

the 32 block to Ch<strong>in</strong>a’s Cnooc<br />

and S<strong>in</strong>opec by exercis<strong>in</strong>g this<br />

sale, delay<strong>in</strong>g improvements <strong>in</strong><br />

the k<strong>in</strong>gdom’s communications<br />

<strong>in</strong>frastructure.<br />

The Telecommunications<br />

Regulatory Authority (TRA)<br />

was due to auction 12 lots of<br />

spectrum primarily for longterm<br />

evolution (LTE), or 4G,<br />

networks from March 31 and<br />

the w<strong>in</strong>ners were expected to<br />

be announced <strong>in</strong> mid-April.<br />

But the regulator, which previously<br />

described the country’s<br />

communications <strong>in</strong>frastructure<br />

as <strong>in</strong>adequate, has now<br />

halted the process “pend<strong>in</strong>g<br />

further notice” follow<strong>in</strong>g an<br />

appeal by menatelecom,<br />

accord<strong>in</strong>g to a statement on its<br />

website. LTE potentially allows<br />

data speeds to more than double<br />

and is likely to be used <strong>in</strong><br />

many markets as an alternative<br />

to build<strong>in</strong>g out expensive fixedl<strong>in</strong>e<br />

fibre-to-the-build<strong>in</strong>g networks.<br />

The spectrum auction<br />

was orig<strong>in</strong>ally open to all bidders,<br />

potentially allow<strong>in</strong>g new<br />

entrants <strong>in</strong>to an already crowded<br />

The three mobile operators -<br />

Bahra<strong>in</strong> Telecommunica-tions<br />

Co (Batelco), Kuwait’s Za<strong>in</strong><br />

and Viva Bahra<strong>in</strong>, an affiliate of<br />

Saudi Telecom Co - all opposed<br />

this and they appeared to get<br />

their wish when the TRA last<br />

month issued a notice say<strong>in</strong>g<br />

the government had decided to<br />

limit the auction to this trio.<br />

But menatelecom, which<br />

uses WiMax technology to provide<br />

long-distance wireless<br />

broadband, has filed three<br />

related cases <strong>in</strong> Bahra<strong>in</strong>i<br />

courts, the TRA told Reuters,<br />

which appeal aga<strong>in</strong>st this decision<br />

and also request that the<br />

auction be delayed.<br />

Bahra<strong>in</strong>’s 1.3 million population<br />

is also served by about 10<br />

Internet providers <strong>in</strong> arguably<br />

the most liberalised telecoms<br />

market <strong>in</strong> the Gulf. The next<br />

“The success of the Greek<br />

recovery programme was<br />

Iraqi economy booms, capital flight rema<strong>in</strong>s substantial<br />

WHEN a recent lecture for a<br />

group of Baghdad university<br />

students started with the<br />

question, “What is the Iraq<br />

Stock Exchange?”, only one<br />

young participant put up her<br />

hand to respond, and got the<br />

answer wrong.<br />

Last month’s scene at the<br />

headquarters of the Baghdad<br />

bourse revealed the struggle<br />

which Iraq faces to modernise<br />

its f<strong>in</strong>ancial system: it<br />

must overcome primitive,<br />

ultra-conservative sav<strong>in</strong>gs<br />

habits born of decades of war<br />

and political <strong>in</strong>stability.<br />

Thanks to a partial<br />

improvement of security and<br />

an oil boom, Iraqis’ average<br />

<strong>in</strong>comes are ris<strong>in</strong>g sharply,<br />

and they are able to save<br />

more. But many of these sav<strong>in</strong>gs<br />

are not be<strong>in</strong>g channelled<br />

<strong>in</strong>to the stock market, where<br />

they could earn returns, or<br />

even <strong>in</strong>to bank deposits,<br />

where they could be lent on<br />

to companies for fresh <strong>in</strong>vestment.<br />

Instead, they are go<strong>in</strong>g <strong>in</strong>to<br />

real estate, where a large proportion<br />

of the money<br />

becomes tied up unproductively,<br />

or be<strong>in</strong>g hidden <strong>in</strong><br />

people’s homes <strong>in</strong> the form of<br />

cash - sometimes hard currencies<br />

such as US dollars -<br />

or jewellery.<br />

“Other countries have<br />

political and security stability<br />

but we do not,” said local<br />

economist Majid al Souri. “So<br />

people tend to put their<br />

money under the pillow.”<br />

Iraqis’ average<br />

<strong>in</strong>comes are ris<strong>in</strong>g<br />

sharply, and they<br />

are able to save<br />

more.<br />

Iraq’s economy grew about<br />

8 percent last year and is projected<br />

to exceed that performance<br />

<strong>in</strong> the next five<br />

years, the International<br />

Monetary Fund says. Such<br />

growth is support<strong>in</strong>g a big, if<br />

uneven, rise of <strong>in</strong>comes.<br />

S<strong>in</strong>ce the US-led <strong>in</strong>vasion<br />

that ousted Saddam Husse<strong>in</strong><br />

<strong>in</strong> 2003, Iraqi government<br />

salaries have jumped from<br />

the equivalent of a few US<br />

though some of that <strong>in</strong>crease<br />

is due to appreciation of the<br />

local currency aga<strong>in</strong>st the<br />

dollar. Government figures<br />

show the per capita annual<br />

<strong>in</strong>come <strong>in</strong> Iraq is now about<br />

$4,000.<br />

Official, comprehensive<br />

data are not available, but the<br />

IMF estimates Iraqis will save<br />

about a third of their national<br />

<strong>in</strong>come this year - a rate about<br />

10 percentage po<strong>in</strong>ts higher<br />

than many wealthy countries<br />

<strong>in</strong> Europe, and 20 po<strong>in</strong>ts<br />

higher than the United States<br />

and Brita<strong>in</strong>. Iraq’s gross<br />

domestic product was about<br />

$130 billion last year. But<br />

guid<strong>in</strong>g the sav<strong>in</strong>gs <strong>in</strong>to productive<br />

<strong>in</strong>vestments with<strong>in</strong><br />

the country is prov<strong>in</strong>g difficult.<br />

The political and security<br />

situation is one big obstacle.<br />

Although Iraq is much safer<br />

than it was dur<strong>in</strong>g the sectarian<br />

THE consumer protection<br />

department of the M<strong>in</strong>istry of<br />

Bus<strong>in</strong>ess and Trade has <strong>in</strong>itiated<br />

action <strong>in</strong> 62 cases of<br />

commercial frauds committed<br />

<strong>in</strong> March.<br />

The maximum number of<br />

frauds was committed by giv<strong>in</strong>g<br />

false descriptions and<br />

<strong>in</strong>formation of goods. Action<br />

<strong>in</strong> 21 such cases has been <strong>in</strong>itiated<br />

by the m<strong>in</strong>istry.<br />

and <strong>in</strong>formation<br />

Eighteen cases of unrevealed<br />

p<strong>rice</strong>s of goods and services<br />

comply with the standards<br />

were registered, five cases of<br />

sell<strong>in</strong>g used and expired tires<br />

were found.<br />

The m<strong>in</strong>istry also took<br />

notice of three cases where<br />

all, the consumer protection<br />

department received 389<br />

compla<strong>in</strong>ts <strong>in</strong> March.<br />

The m<strong>in</strong>istry has dealt with<br />

all the cases and transferred<br />

them to the responsible competent<br />

departments for further<br />

repair its reputation after a<br />

str<strong>in</strong>g of scandals, a report<br />

commissioned by the lender<br />

said on Wednesday.<br />

In what Brita<strong>in</strong>’s second<br />

largest bank described as<br />

“uncomfortable read<strong>in</strong>g”, the<br />

review said the group’s rapid<br />

transformation from domestic<br />

retail lender to global universal<br />

bank created a sprawl<strong>in</strong>g<br />

set of bus<strong>in</strong>esses with<br />

their own culture and an<br />

emphasis on profit, sometimes<br />

at all costs.<br />

Investment bank<strong>in</strong>g leaders<br />

were ambiguous about right<br />

and wrong, the report said.<br />

“There was a very shortterm<br />

focus on profit which<br />

led to a problem with culture<br />

and values,” Anthony Salz, a<br />

THE world’s energy demand<br />

is grow<strong>in</strong>g with <strong>in</strong>creas<strong>in</strong>g<br />

population and rapid development<br />

<strong>in</strong> emerg<strong>in</strong>g markets.<br />

Today, about 1.1 billion people<br />

<strong>in</strong> the ‘developed’ world,<br />

consume 110 million barrels<br />

of oil equivalent per day<br />

(boe/d) <strong>in</strong> primary energy.<br />

The develop<strong>in</strong>g world’s 5.8<br />

billion people consume 140<br />

million boe/d. What this<br />

means is that if the develop<strong>in</strong>g<br />

world were to consume<br />

primary energy even at the<br />

level of the EU (the most efficient<br />

energy users <strong>in</strong> the<br />

developed world), the planet<br />

would need a further 270 million<br />

boe/d to meet demand.<br />

This is more than double the<br />

current primary energy consumption.<br />

What’s more, with the<br />

global population expected to<br />

<strong>in</strong>crease from its current 7.1<br />

billion to peak at 9-10 billion<br />

mid-century, growth <strong>in</strong> energy<br />

demand may even be<br />

underestimated <strong>in</strong> various<br />

agencies’ forecasts. Whatever<br />

the demand decades from<br />

now, oil, gas and coal will<br />

cont<strong>in</strong>ue to be the ma<strong>in</strong><br />

sources of energy, still supply<strong>in</strong>g<br />

80 percent of primary<br />

energy. Given its environmental,<br />

availability and cost<br />

advantages, gas should be the<br />

fuel for 21st century.<br />

Group, <strong>in</strong> remarks made at<br />

the Doha Energy Forum, says<br />

that there are more than 250<br />

years of gas reserves at current<br />

consumption levels and<br />

levels of reserves <strong>in</strong>crease<br />

every year.<br />

“In 2012 the world oil and<br />

gas <strong>in</strong>dustry added approximately<br />

100 trillion cubic feet<br />

of new gas resources through<br />

exploration discoveries,” he<br />

said.<br />

Gas differs from oil <strong>in</strong> several<br />

ways. Gas resources are<br />

well distributed globally and<br />

the creation of a Gas ‘OPEC’<br />

is almost impossible, so as a<br />

result the gas <strong>in</strong>dustry better<br />

obeys the rules of Supply &<br />

Demand, which ensures gas<br />

p<strong>rice</strong>s rema<strong>in</strong> more competitive<br />

compared to oil p<strong>rice</strong>s.<br />

Jafar believes these trends<br />

will have “huge implications<br />

for the global energy <strong>in</strong>dustry<br />

as well as for the Middle<br />

East region <strong>in</strong> particular”.<br />

“There are various examples<br />

of observable trends that<br />

will affect the global energy<br />

<strong>in</strong>dustry. Only a few years<br />

ago, major <strong>in</strong>vestment decisions<br />

were made <strong>in</strong> the<br />

Middle East to supply LNG to<br />

the USA - the world’s largest<br />

gas consumer and expected<br />

at the time to become the<br />

largest LNG importer,” Jafar<br />

said.<br />

However, “technological<br />

progress led by the US <strong>in</strong>dependent<br />

sector has delivered<br />

massive quantities of shale<br />

gas, fill<strong>in</strong>g the supplydemand<br />

gap that was emerg<strong>in</strong>g.<br />

The drivers of the shale<br />

gas revolution <strong>in</strong>cluded the<br />

susta<strong>in</strong>ed high US gas p<strong>rice</strong>,<br />

creat<strong>in</strong>g the environment for<br />

entrepreneurialism to<br />

flourish”.<br />

Yet Jafar believes it is<br />

unlikely that the US shale gas<br />

revolution is a local phenomenon.<br />

“Today, from<br />

Argent<strong>in</strong>a to Ch<strong>in</strong>a, each<br />

country is try<strong>in</strong>g to explore<br />

for shale gas and this <strong>in</strong>cludes<br />

MENA region countries such<br />

as Algeria and Saudi Arabia.<br />

For example, Ch<strong>in</strong>a is estimated<br />

to hold, at 1200 trillion<br />

cubit feet, even more shale<br />

gas resources than the US,<br />

accord<strong>in</strong>g to an EIA study. In<br />

this context, match<strong>in</strong>g<br />

resource to markets <strong>in</strong> the<br />

most cost effective way is a<br />

critical question fac<strong>in</strong>g the<br />

<strong>in</strong>dustry,” he said.<br />

For its part, the Middle<br />

East region both exports and<br />

imports gas. In 2011, the<br />

region exclud<strong>in</strong>g Turkey, produced<br />

roughly 51 billion cubit<br />

feet per day (bcf/d) of gas, of<br />

which 13 bcf/d was exported<br />

and 39 bcf/d. consumed<br />

with<strong>in</strong> the region.<br />

commercial vehicles centre<br />

there is now seven days 24<br />

hours call centre for emergency<br />

counter is open between 7 am<br />

and 6 pm from Saturday to<br />
