General technology capabilities will be covered in section 3.14. It is anticipated that the University, including UCHC, will expend a combined amount of approximately $2.2 million dollars annually for general office supply products. However, this estimated amount is provided only as a guideline for preparing your RFP response. It is not a guaranteed estimated dollar volume. The University is not able to guarantee any specific dollar volume on this agreement and will not be able to commit to an agreement that requires any financial penalties to the University. Please note that all estimates provided, including attached usage estimates are to be used as guidelines only. It is important to note that this contract shall not apply to any supply item or office equipment currently stocked in the University’s Central Stores or available under other University contract awards. Please refer to Section 3.0 for specific product exclusions. 1.3 Specifications The specifications in Section 3 must be responded to on a point by point basis so the University can evaluate how the proposer plans to meet these requirements. Proposers must use the RFP numbering scheme in their response to allow for efficient evaluation. Additionally all other Sections must be addressed with a point by point or section by section acknowledgement of “agreed” or “disagreed” and supply alternate language if “disagreed”. This RFP solicits creative and highly competitive pricing for office supplies based on scale economies through aggregated volume and standards developed to meet University needs. It is not the intent of these specifications to rule out or eliminate any prospective bidder or manufacturer. If the materials or services you intend to bid do not comply with the specifications as written, you are instructed to attach to your proposal a complete itemization and explanation for each deviation or variation from the specifications. The University may, at its discretion, consider or deny any deviation and purchase the material which best suits its intended use. The bidder shall not purposely bid goods or services of a lesser quality, which requires deviation from the specification, if the bidder can furnish the goods or services, which will comply with the minimum technical specifications. The University encourages alternate suggestions for the general office supply proposal. Please attach alternate proposals and be sure to respond to the initial RFP on a point by point basis as instructed above. The award of a General Office Supply agreement will be based upon a comprehensive review and analysis to the most responsive bidder offering the best value to the University. A weighted matrix will be utilized and reviewed by committee. Please refer to section 4.0 for RFP Evaluation Criteria. 1.4 Term of Contract The initial term of any contract resulting from this RFP will be for three (3) years from date of award. By mutual written agreement of both parties, resultant contract may be extended for two (2) additional one (1) year periods or parts thereof. Such intent to renew shall be conveyed to the firm in writing no later than one hundred and twenty (120) days prior to the effective date in the form of an amendment to the original agreement. 6
1.5 Method of Award Each proposal will be evaluated by a committee using a points earned matrix. The award shall be made to the most responsive and responsible bidder offering the best value and most economical proposal based on the total matrix scores as determined by the University. The University reserves the right for a partial or multiple award for the Storrs/Regional campuses and UCHC. All bidders, in submitting proposals, concur with this method of award and will not, under any circumstances nor in any way, dispute any award made using this method. See Section 4 for RFP Evaluation Criteria. 1.6 Estimated Timetable The following schedule will apply to this RFP. Any questions or concerns about the timetable should be communicated in writing immediately upon receipt of this RFP. Failure to meet delivery dates as outlined may be basis for disqualification of your proposal. 1.7 Mandatory Pre-Proposal Conference A mandatory pre-proposal conference will be held in the Bid Room #200 of the Purchasing Department located at 3 North Hillside Road, on September 20, 2012 @ 10:00 a.m. Attendance at this meeting is mandatory as this will be the only opportunity for interested parties to familiarize themselves with the scope of this project and these contract requirements. Hold all questions until the mandatory preproposal conference. Only those firms who attend the mandatory pre-proposal conference may submit a proposal response. Failure to attend will cause the University to reject your proposal as non-compliant. Please refer to Section 11 for travel directions. In support of this bid opportunity and to assist with any business related accommodation needs, the University recommends that all overnight visitors stay on campus at the Nathan Hale Inn. Parking is available at the Inn during your stay and includes complementary access to the campus shuttle. The Nathan Hale Inn can offer preferred rates to long term and project stays.
