Abortion<br />

Fiona Bruce: To ask the Secretary of State for Health<br />

(1) what recent steps he has taken to reduce the number<br />

of repeat abortions; and what assessment he has made<br />

of the effectiveness of these measures; [158183]<br />

(2) what recent steps he has taken to reduce the<br />

number of abortions carried out on girls under the age<br />

of 16; and what assessment he has made of the<br />

effectiveness of such measures. [158184]<br />

Anna Soubry: The Government’s ‘Framework for<br />

Sexual Health Improvement’, published in March this<br />

year, contained an ambition to reduce unwanted pregnancy<br />

in women of all ages. The document highlights that<br />

t<strong>here</strong> is evidence that provision of contraception, particularly<br />

long acting methods of contraception, supplied or fitted<br />

by the abortion provider can reduce repeat abortions. It<br />

also highlights the evidence base for reducing teenage<br />

conceptions and why it is vital to continue to make<br />

progress in this area. The Department will review progress<br />

on all the ambitions in the Framework and a wider set<br />

of indicators, including repeat abortions and teenage<br />

conceptions, on an annual basis.<br />

In the past five years, 2007-11, t<strong>here</strong> has been a 21.3%<br />

decrease in the under 16 abortion rate in England.<br />

Continuing to reduce the rate of under 18 conceptions<br />

is an indicator in the Public Health Outcomes Framework.<br />

Fiona Bruce: To ask the Secretary of State for Health<br />

with reference to the answer of 5 March 2013, Official<br />

Report, column 938W, on abortion, what progress has<br />

been made in (a) cases referred to the Crown Prosecution<br />

Service, (b) prosecutions commenced, (c) random<br />

inspections of licensed abortion centres and (d) other<br />

follow-up steps following the chief medical officer’s<br />

letter to abortion providers sent in February 2012.<br />

Anna Soubry: The Crown Prosecution Service has<br />

reviewed the evidence and decided not to take further<br />

action against some individuals investigated for sex<br />

selection abortions. Other investigations continue and<br />

we will consider if any further action is required once<br />

investigations are fully concluded.<br />

The Care Quality Commission (CQC) is exploring<br />

how it can strengthen the registration process alongside<br />

regular inspection activity. The CQC has put in place<br />

procedures to identify if pre-signing or other instances<br />

of non-compliance are taking place and will review<br />

these as part of their inspection activity.<br />

The CQC and the Department will continue to act on<br />

information received in relation to any allegations of<br />

non-compliance with aspects of the Abortion Act 1967<br />

and related regulations. This may include random<br />

inspections.<br />

All allegations of abortions failing to comply with<br />

the Abortion Act 1967 are taken very seriously; an<br />

allegation of an illegal abortion should be reported to<br />

the police, who should conduct a full investigation.<br />

Accident and Emergency Departments<br />

Mr Jamie Reed: To ask the Secretary of State for<br />

Health which accident and emergency units each Minister<br />

in his Department has visited since their date of<br />

appointment; and what the date of each such visit was.<br />
