Effect of groupings on third reading amendments<br />

8.72 If a member believes that an amendment at committee or report<br />

stage has been wrongly grouped, he should make this clear in debate.<br />

Otherwise, under the rule against reopening at third reading an issue<br />

which has previously been decided, he may be precluded from retabling<br />

his amendment at third reading, if another amendment in the group was<br />

decided at committee or report stage (see paragraph 8.147). 1<br />

Amendments moved en bloc<br />

8.73 Amendments may be moved en bloc provided that:<br />

they are printed consecutively on the marshalled list;<br />

during Committee stage, they all relate to the same clause or<br />

Schedule;<br />

they are consequential on an amendment or amendments already<br />

agreed to; and<br />

no member objects.<br />

8.74 If any member objects to amendments being moved en bloc they<br />

must be moved separately to the extent desired. A vote cannot take<br />

place on amendments moved en bloc. Instead, the first amendment in<br />

each Group is moved and the Question on it resolved separately. If the<br />

first amendment is withdrawn or disagreed to, the other amendments are<br />

normally not moved. If the first amendment is agreed to, the other<br />

amendments may then be moved formally en bloc, without further<br />

debate. 2 Amendments may not be withdrawn en bloc.<br />

PROCEEDINGS IN COMMITTEE <strong>OF</strong> THE WHOLE <strong>HOUSE</strong><br />

8.75 A Committee of the whole House consists, as its name implies, of<br />

all the members of the House. It is, in fact, the House itself in a less<br />

formal guise, presided over by a Chairman 3 , and conducting its business<br />

according to more flexible rules of procedure.<br />

8.76 The Lord in charge of the bill moves, and the Question is put:<br />
