Marshalled lists<br />

At Committee and Report stages<br />

8.61 Two working days before that appointed for consideration of the<br />

bill, the various amendments are numbered and published as a<br />

“marshalled list”, arranged in the order they will be considered, taking<br />

account of any instruction. The list is published on the morning of the<br />

working day before that appointed for consideration of the bill. If further<br />

amendments are tabled on the day before that appointed for<br />

consideration they are printed on supplementary sheets or are<br />

incorporated in a revised marshalled list. Any amendments not previously<br />

published, and amendments which have been altered since they were last<br />

published, are distinguished from other amendments by being marked<br />

with a on the marshalled list, but are otherwise treated identically to<br />

other amendments. 1 When the stage is not completed in one day,<br />

further amendments may be tabled, which are printed on sheets<br />

supplementary to the marshalled list and on further marshalled lists.<br />

At third reading<br />

8.62 Marshalled lists for third reading are produced in the same way as<br />

those for Committee and Report, except that amendments must be<br />

tabled by the working day before the stage. The list is published on the<br />

day of the stage. When third reading is on a Thursday the marshalled list<br />

may be published on the day before the stage.<br />

Manuscript amendments<br />

8.63 Whenever possible, amendments should be tabled in time for<br />

inclusion in the marshalled list. However, except on third reading, it is in<br />

order to move, as manuscript amendments, amendments of which notice<br />

has not been given on the marshalled list or on a supplementary sheet.<br />

Occasionally a manuscript amendment is justified, even in the course of<br />

debate, for instance to correct an amendment already tabled or when an<br />

amendment under consideration is objected to and it is clear that with<br />

slight alteration of language it would become acceptable. However,<br />

manuscript amendments should rarely be moved, since other members<br />
