The Ministry of Environmental Protection and Regional Development funds <strong>the</strong> first nearly Zero Energy Buildings. It<br />

is planned to implement projects for various types of <strong>buildings</strong> with joint funding of 10 million EUR in 2011 (financial<br />

support is up to 65-80%).<br />

By July 2012 <strong>the</strong> energy performance certificate is being adapted to meet recast requirements (e.g. information on<br />

costs and benefits of energy saving measures),. Legal frameworks are currently being changed in order to introduce<br />

fur<strong>the</strong>r penalties, o. The National Energy Efficiency Action Plan is being written. The policies both for <strong>the</strong> residential<br />

and non-residential sector will be fur<strong>the</strong>r adapted in <strong>the</strong> coming years to reach nZEB’s by 2020. An implementation<br />

plan for all inspection articles is currently being developed in consultation with relevant market parties, in order to<br />

meet requirements of articles 14 to 18.<br />

The Norwegian standard NS 3700 for low energy and Passive House residential <strong>buildings</strong> contains stricter requirements<br />

than <strong>the</strong> current technical requirements (TEK 10). An analogous Norwegian standard for non-residential<br />

<strong>buildings</strong> (NS 3701) is currently being worked on. These requirements are still optional, but <strong>the</strong> aim is to make <strong>the</strong>m<br />

mandatory. A plan has been proposed foreseeing energy efficiency improvements in <strong>the</strong> building sector in line with<br />

<strong>the</strong> EPBD recast,. It includes recommendations on economic instruments to support <strong>the</strong> plan, and describes <strong>the</strong> need<br />

to increase and continuously update <strong>the</strong> workforce competence and expertise. There is already a financial support offered<br />

by ENOVA for low energy houses and Passive Houses. The Zero Emission Building Research Centre (ZEB centre) is<br />

working on a national definition for nZEBs.<br />

The Energy Efficiency Law has recently been (4th March) accepted by <strong>the</strong> Sejm (Parliament). The Ministry of Infrastructure<br />

is n preparing details to implement <strong>the</strong> recast Directive. The Ministry intends to implement <strong>the</strong> relevant legal<br />

regulations later this year. The National Program of Actions to improve energy efficiency will be launched to support<br />

<strong>the</strong> implementation of <strong>the</strong> recast Directive.<br />

The Portuguese legal framework for energy efficiency is currently being revised so that all <strong>the</strong> requirements imposed<br />

by <strong>the</strong> EPBD recast can be adopted in Portugal in a near future. There are also some strategies and plans in order to<br />

achieve some of <strong>the</strong> previously mentioned requirements.<br />

The new <strong>PU</strong>RES 2010 regulation is already based on <strong>the</strong> EPBD recast and, as it is already very demanding, only minor<br />

changes in RES and RUE requirements can be expected. This regulation introduces significant steps for improving <strong>the</strong><br />

energy efficiency in <strong>buildings</strong>, and foresees at least a 25% share of RES at building level. Currently <strong>the</strong> Energy act is being<br />

revised, and it will contain <strong>the</strong> definition of nZEB.<br />

According to <strong>the</strong> existing law <strong>the</strong>re is no floor area threshold for building certification. By consequence, <strong>the</strong>re is no<br />

need to align <strong>the</strong> building code with <strong>the</strong> requirements of <strong>the</strong> recast Directive. For nearly Zero Energy Buildings, <strong>the</strong>re<br />

are only analyses examining <strong>the</strong> possibilities of minimising <strong>the</strong> energy use for heating by increasing <strong>the</strong>rmal protection<br />

properties of components etc. Planned are works on conditions for cost-optimal measures.<br />

A strategy to promote low energy is <strong>under</strong> development, and programmes to promote RES are <strong>under</strong> consideration.<br />

The energy agency toge<strong>the</strong>r with <strong>the</strong> Swedish Construction Federation has started a program for promoting low<br />

energy <strong>buildings</strong>.<br />

In 2006, <strong>the</strong> requirement for zero carbon homes from 2016 was announced. However, <strong>the</strong> definition of zero carbon is<br />

not yet finalised. As a step towards <strong>the</strong> 2016 standard, <strong>the</strong> government is proposing to introduce a minimum FEE from<br />

2013. The Scottish Government will consult publicly on recast-proposals in <strong>the</strong> middle of 2011. In Nor<strong>the</strong>rn Ireland<br />

<strong>the</strong>re is no obvious indication about <strong>the</strong> steps being taken to implement <strong>the</strong> recast Directive.<br />
