Speed<strong>in</strong>g up the recovery <strong>in</strong> the com<strong>in</strong>g 3-5 years with cont<strong>in</strong>ued projections <strong>of</strong> substantial<br />

overall unemployment will also have a direct impact on public budgets. In the period<br />

from 2012-2017 we estimate that public revenue can be <strong>in</strong>creased by €67 billion or €128<br />

billion depend<strong>in</strong>g on the scale <strong>of</strong> <strong>in</strong>vestments, cf. Figure 4. This corresponds to between<br />

0.5 per cent and 1.0 per cent <strong>of</strong> EU GDP. 6 These <strong>benefits</strong> are associated with more activity<br />

and more employment, and come from <strong>in</strong>creased revenue from <strong>in</strong>come taxation, corporate<br />

taxation, and VAT, and from reduced outlay on unemployment <strong>benefits</strong>. These <strong>benefits</strong><br />

are not permanent, but <strong>in</strong>stead a “one-<strong>of</strong>f” benefit from stimulat<strong>in</strong>g activity <strong>in</strong> a period<br />

<strong>of</strong> economic underperformance.<br />
