2.4 Policy response<br />
Substantial evidence suggests that there exists a large and unfulfilled potential for <strong>in</strong>creas<strong>in</strong>g<br />
pr<strong>of</strong>itable <strong>in</strong>vestments <strong>in</strong> energy efficient <strong>renovation</strong> <strong>of</strong> build<strong>in</strong>gs. In addition,<br />
much evidence suggests that there are significant barriers hold<strong>in</strong>g these pr<strong>of</strong>itable <strong>in</strong>vestments<br />
back. This calls for government action to spur demand for <strong>in</strong>vestments by<br />
break<strong>in</strong>g these barriers. In several EU Member States, governments have tried to address<br />
these barriers by establish<strong>in</strong>g f<strong>in</strong>ancial promotion activities, cf. Box 4.<br />
