Private rented sector<br />

Several provisions related to the private rented sector have been put <strong>in</strong> place. One<br />

provision is that private landlords will be unable to refuse a “reasonable” request from<br />

tenants to undertake energy efficiency improvements, if there is a government fund<strong>in</strong>g<br />

package available (Green deal, or ECO as covered below). In addition, it is from<br />

2018 rendered unlawful to rent out a residential or bus<strong>in</strong>ess premise that does not<br />

reach a m<strong>in</strong>imum energy efficiency standard. These requirements are subject to there<br />

be<strong>in</strong>g no upfront f<strong>in</strong>ancial cost to landlords.<br />

Energy Company Obligation<br />

A new energy company obligation is envisaged, which will work alongside the Green<br />

Deal f<strong>in</strong>ance <strong>of</strong>fer and target those households which are likely to need additional support,<br />

<strong>in</strong> particular those concern<strong>in</strong>g vulnerable people on low <strong>in</strong>comes and those <strong>in</strong><br />

hard-to-treat hous<strong>in</strong>g.<br />

Energy subsidies<br />

In general, <strong>in</strong>creas<strong>in</strong>g the cost <strong>of</strong> energy will improve the <strong>in</strong>centives to <strong>in</strong>vest <strong>in</strong> energy<br />

efficient <strong>renovation</strong>s <strong>of</strong> build<strong>in</strong>gs, as the expected energy cost sav<strong>in</strong>gs will <strong>in</strong>crease. In<br />

several EU countries, however, the opposite takes place, as energy consumption is directly<br />

encouraged by targeted fuel subsidies to low-<strong>in</strong>come families, lower excise duties on heat<strong>in</strong>g<br />

oil than other fossil fuels, and by reduced VAT rates on energy consumption. In most<br />

countries, VAT is applied <strong>in</strong> addition to regular taxes on energy consumption. These VAT<br />

rates are however reduced by 9-15 percentage po<strong>in</strong>ts <strong>in</strong> Greece, Ireland, Italy, Luxem-<br />
