Teaching Fields Requiring Special Procedures<br />

The process used by the district to identify teaching fields for which there may be a need to determine<br />

specialized evaluation and criteria includes a review of the field or position attributes, by the <strong>Teacher</strong><br />

<strong>Evaluation</strong> Advisory Committee, pertaining to, but not limited to, the following variables:<br />

Unique instructional setting<br />

Job functions as described in the district job description for the position (field)<br />

Standards and quality of expected practice derived from contemporary research pertaining to<br />

the teaching field<br />

Status of direct or indirect linkage to student learning<br />

Availability of stable, reliable, valid data related to the teaching field<br />

Job role in relation to the Florida Educator Accomplished Practices<br />

Potential student achievement data sources that can be applied to the teaching field<br />

There are several teaching fields or positions that have been identified that require specialized<br />

evaluation processes and criteria. The manner in which they will be addressed will be determined<br />

between August 1, 2011 through May 2012.<br />

Annual Review of the <strong>Teacher</strong> <strong>Evaluation</strong> <strong>System</strong><br />

The district’s <strong>Teacher</strong> <strong>Evaluation</strong> <strong>System</strong> will be reviewed annually by the <strong>Teacher</strong> <strong>Evaluation</strong> Advisory<br />

Committee (TEAC). Specified membership on the TEAC will be described in Article 15 of the district’s<br />

<strong>Teacher</strong> Collective Bargaining Agreement. Generally speaking, membership includes representatives<br />

from all significant shareholder groups and consists of an equal number of teacher and administrative<br />

staff (school‐based and district level). The Union will be represented as a part of the teacher staff<br />

group on the committee. Elements examined by the TEAC will be determined by data availability over<br />

time and will include but are not limited to the following:<br />

<strong>Evaluation</strong> reports related to the quality of implementation of system components<br />

<strong>Evaluation</strong> reports related to the impact of system processes on teacher practices<br />

<strong>Evaluation</strong> reports related to the impact on student achievement (learning)<br />

The impact of varied tables related to rigor, equity and validity based on the use of data for the<br />

purposes of evaluating performance<br />

Changes in related Florida statutes and <strong>School</strong> Board Policy<br />

Priority district instructional initiatives<br />

Additional contemporary research pertaining to high yield teaching strategies<br />

The TEAC members will meet a minimum of two times annually and make recommendations to the<br />

Superintendent or as determined through collective bargaining processes and will make<br />

recommendations for system changes by July 1 of each year starting with July 1, 2012. Certain<br />
