Planned Use of Student Performance Assessment Data<br />

Student performance data, derived from state, district, or teacher student assessment processes, will<br />

be used to determine the point values assigned to the teacher for use in determining the Student<br />

Achievement EPC rating and the Overall Annual Performance <strong>Evaluation</strong> rating. The Student Success<br />

Act of 2011 contains a provision that teacher’s Annual Overall Performance Rating may be amended<br />

within 90 days of the original evaluation. For example, the current year’s student assessment data<br />

might not be available by the 165 th day of student contact, the deadline for completing a teacher’s<br />

Overall Annual Performance <strong>Evaluation</strong>. The amendment process is being required by FDOE to be used<br />

in <strong>Polk</strong>. It is the state’s expectation that three years of valid and reliable “trend data” be applied,<br />

including FCAT data which will not be provided until after teachers complete their work year, (when<br />

available and appropriate) for use as determined by the district. It is the district’s plan to use student<br />

performance data derived from the students the teacher taught beginning in 2011‐2012 and adding<br />

data each year until three years of relevant trend data is available for use with each teacher in the<br />

district 2013‐2014. For each year following 2013‐2014 data from the oldest of the three years will be<br />

dropped and the most recent available will be added. The sections that follow describe the manner in<br />

which this issue will be addressed and the specified timeline for implementing the application of<br />

student performance data as a significant variable in the teacher evaluation process.<br />

2011‐2012: Use of State Student Assessment Data<br />

The district will use the student growth data provided by the FDOE tied to an FCAT teacher’s students<br />

from the 2011‐2012 assessment processes student performance data. When the state provides the<br />

district with student growth measures data comparing the growth of students assessed in the spring of<br />

2013 and the spring of 2014 by state assessment processes that student specific data will be applied.<br />

This data set will provide the basis for the points awarded to a teacher pertaining to 100% of the<br />

Student Achievement EPC rating and 50.3% of the teacher’s Overall Annual Performance <strong>Evaluation</strong><br />

Rating. The data is used to determine of the teacher’s Student Achievement EPC rating. The Student<br />

Data Table on page 15 delineates the point values to be awarded to each teacher based on the<br />

Aggregated <strong>Teacher</strong> VAM score as derived from the 2011‐2012 state data.<br />

<strong>District</strong> Commitment to Use State Student Growth Model<br />

It is anticipated that the Florida State Board of Education will approve a student growth model related<br />

to all subjects assessed by the FCAT and other state assessment processes by July 1, 2011. It is the<br />

state’s expectation that the district will apply that model to the student achievement component of<br />

teachers in the district when their students are assessed by those state student growth assessments.<br />
