Needs Improvement/Developing<br />

A rating that indicates that there is partial evidence of teacher performance at a high level of quality and<br />

consistency of practice; demonstrated practice is lower than the expectation but is developing in relation to<br />

the rubric description for an EPC as evidenced through observation and other appropriate data gathering<br />

methods.<br />

Non‐FCAT Subject/Grade Level <strong>Teacher</strong>s<br />

<strong>Teacher</strong>s who teach a grade level or subject area that is not included as part of the Florida Comprehensive<br />

Assessment Test.<br />

O<br />

On‐going Professional Dialogue<br />

Focused and collaborative conversations that occur throughout the year between a teacher and an<br />

administrator on improving student learning experiences and student engagement practices. The dialogue<br />

is designed to create a differentiated teacher professional growth plan with the objective of improving<br />

professional practices and student achievement.<br />

Organizational Context<br />

The climate and environment in which an individual works.<br />

Overall Annual Performance <strong>Evaluation</strong> Rating (OAPER)<br />

Derived from the combination of values from points awarded to teachers individually based on student<br />

achievement data from the students matched to the teacher, ratings (Points) awarded to teachers<br />

individually based on demonstrated performance tied to rubrics and combined with points earned related to<br />

the teacher’s situational context pertaining to the impact of specified student demographics, and ratings<br />

(Points) awarded to teachers individually based on self‐evaluation. An annual contract will not be awarded if<br />

a teacher receives two consecutive annual performance evaluation ratings of unsatisfactory under s.<br />

1012.34, two annual performance evaluation ratings of unsatisfactory within a 3‐year period under s.<br />

1012.34, or three consecutive annual performance evaluation ratings of needs improvement or a<br />

combination of needs improvement and unsatisfactory under s. 1012.34.<br />

Performance <strong>Evaluation</strong><br />

A supportive process with a goal to result in enhanced student growth, improved teacher professional<br />

learning, teacher performance, and teacher morale.<br />

Professional Development Plan (PDP)<br />

A formal improvement plan created for a teacher to address essential performance criteria ratings of<br />

“Unsatisfactory” (required) or “Needs Improvement/Developing” (optional).<br />

Professional Education Competence (PEC) Program<br />

A program designed for first year teachers without Florida Professional Certification. The program’s<br />

competencies align with the Florida Educator Accomplished Practices, and the program fulfills one of the<br />

requirements for teachers working towards professional certification.<br />
