Highly Effective – a rating that indicates that there is significant and varied evidence of teacher<br />

Effective ‐ a rating that indicates that there is adequate evidence of teacher performance at a high level<br />
of quality and consistency of practice; demonstrated practice is excellent in relation to the rubric<br />
description for an EPC as documented through observation and other appropriate data gathering<br />

Needs Improvement/Developing ‐ a rating that indicates that there is partial evidence of teacher<br />
performance at a high level of quality and consistency of practice; demonstrated practice is lower than<br />
the meeting the expectation but is developing in relation to the rubric description for an EPC as<br />
evidenced through observation and other appropriate data gathering methods.<br />
Unsatisfactory ‐ a rating that indicates that there is little or no evidence of teacher performance at a<br />
high level of quality and consistency of practice; demonstrated practice is significantly lower than or<br />
non‐existent toward meeting the expectation in relation to the rubric description for an EPC as<br />
evidenced through observation and other appropriate data gathering methods.<br />

Evaluative Feedback<br />
Feedback given by an administrator to a teacher during the summative evaluation conference as part of the<br />
annual performance rating.<br />
Feedback Loops<br />
A process that allows for continuous dialogue and collaboration between teachers and administrators that<br />
build sustainable, professional learning communities (reciprocal feedback).<br />

Florida’s core standards for effective educators. These standards form the foundation for the state’s<br />
teacher preparation programs, educator certification requirements, and school district instructional<br />
personnel appraisal systems.<br />

Focused Observation<br />
An observation by an administrator while conducting classroom walkthroughs and other observations. It is<br />
used to gather specific information about a teacher’s use of evidence‐based practices for specific essential<br />
performance criteria. Data from this observation is analyzed and rated in order to examine the essential<br />
performance criteria at a more detailed level and for identifying a teacher’s professional learning needs. It is<br />
one of two primary sources of information applied when rating a teacher on each essential performance<br />
criteria.<br />
Formal Observation<br />
Consists of an observation for a full class period (45 minutes or more) as deemed appropriate for various<br />
levels. This observation includes a planning conference (pre‐observation conference) and a reflection<br />
