Key priority area—Financial management Finance Division is responsible for maximising the cost effective use of the Service’s financial resources, while ensuring that expenditure is within the limits set by Government. The division also ensures the Service's financial dealings comply with legislative requirements and standards. Finance Division staff perform a wide variety of roles, including providing advice on Service policies, proposals and strategies, coordinating responses and meeting reporting requirements, forecasting budget positions and developing systems to improve current financial management processes. The Taxation and Corporate Support Branch is responsible for ensuring the Service meets its obligations for both Australian and State taxes, as well as processing the payment of witness expenses. The branch is also responsible for the maintenance and strategic development of financial systems for the Service. The Policy and Reporting Branch gives guidance and advice on accounting issues, as well as coordinating the Service’s financial policies. The branch is also responsible for preparing the Service's annual financial statements and ensuring the accuracy of the Service’s general ledger. A cheque for $4 000 was presented to the Royal Flying Doctor Service from money raised in the Blue Ribbon Appeal. The Operational Planning Branch is responsible for coordinating, monitoring, analysing and providing advice on the Service's budget; developing and maintaining budget and reporting systems to comply with the requirements of Government; and developing financial models and the financial content of business cases and feasibility studies. The branch is also responsible for preparing the financial content of the Service Delivery Statement and other budget related papers. The Financial Projects Manager is responsible for providing advice and support regarding the Government’s financial reform agenda—in particular, the Shared Service Initiative, other government initiatives, and significant statewide policing projects. Senior Constable Mark Williams of Caloundra Police Station presented a cheque for $23 923 dollars to the Royal Children’s Hospital Foundation. Mark raised this money from an online auction of autographed memorabilia he organised. This is the ninth year Mark has conducted the online auction and over this time, he has raised around $125 000 for the Royal Children’s Hospital Foundation. 68 With honour we serve Corporate Resource Management
Key priority area—Information management Information and Communications Technology (ICT) provides professional and technical services that support the information management systems and processes employed by the Service. ICT undertook a range of projects and improvements during the year. QPRIME The Queensland Police Records and Information Management Exchange (QPRIME) is one step closer to providing the QPS with a single, integrated operational policing information management system. When implemented in October 2008, police will start using QPRIME to manage custody information, warrants, charges, photographs and offender histories. QPRIME Mapping includes a capability called ‘reverse geocoding’, to make identifying, finding and recording difficult-to-describe locations quick, easy and accurate. Public Safety Network Throughout 2007-08 the Public Safety Network (PSN) Project has made significant progress toward providing the QPS, Queensland Corrective Services and the Department of Justice and Attorney-General with a more reliable, shared data network capable of exploiting the benefits of modern, convergent technologies. The Public Safety Network Management Centre, a purpose-built service centre that operates under the joint governance of agencies participating in the PSN initiative, was established in July 2007 and has now successfully completed its first year of operations. Integrated Justice Information Strategy The Integrated Justice Information Strategy (IJIS) aims to enhance and automate information sharing between the QPS and criminal justice agencies to better manage the movement of people through the criminal justice system. The Justice and Other Information Disclosure Bill 2008 was passed by Parliament on 6 June 2008. This is ground breaking legislation for the Queensland Government which will enable Police, Justice, Corrections, Communities and Child Safety to share certain information to better support the community. The legislation will facilitate the coordinated management of people in the criminal justice system and improve collaboration among criminal justice sector agencies. SCRAM The Service has developed a computer application called the Suitability Checking, Reporting and Monitoring (SCRAM) System to automate national criminal history checking conducted for other government departments, and to monitor people of interest to those departments. Half a million checks are conducted by QPS each year for government and individuals. The automation of processes and the electronic transfer of files and check results enables QPS to efficiently manage the high volume of requests. Corporate Resource Management With honour we serve 69
