Major drug initiatives ‘Project STOP’, a joint initiative of the Pharmacy Guild of Queensland and the QPS has led to a significant decline in pseudoephedrine based products, predominantly over-the-counter cold and flu medications, being diverted from pharmacies to the manufacture of methylamphetamine. The success of the project in Queensland has led to the Commonwealth Government funding a national roll-out of the project across all other Australian jurisdictions in 2008. Since 2006, the QPS has been represented on the Queensland Government’s ‘Ice Breaker’ Strategy Task Force. The implementation of taskforce recommendations in 2007 has assisted in developing a more holistic approach by government, law enforcement and health practitioners to minimise the harm associated with amphetamine-type substances (ATS) for communities across Queensland. To assist frontline police and enhance operational awareness of illicit drugs and the handling of drug affected persons in the community, the State Drug Investigation Unit, in partnership with a number of external stakeholders, has produced several training initiatives and CD ROMs. ‘Beneath the Ice’ details the effects of crystal methamphetamine (‘ice’) and related harms, and ‘Ecstasy and Other Related Drugs’ deals with people on MDMA (‘Ecstasy’) and other related synthetic drugs. Intelligence gathering The Titan Threat/Risk Assessment Model, developed and implemented by the State Intelligence Group (SIG), enables police to identify, monitor and target significant criminal networks. The Titan Model has facilitated more efficient and effective allocation of resources at Service, regional and district levels. The significant increase in the number of criminal networks identified in 2007-08 compared to the previous period, demonstrates the value of the Titan Model as an important mechanism for recording the extent of networks operating in Queensland. Key future initiatives An advanced fee fraud reporting portal will be developed based on the eBay project. This will enable victims of advanced fee fraud to report offences online, with provision for notification to Nigeria and other West African countries where suspects often reside. A strategy will also be developed to combat fraud against the elderly. The Forensic Computing Regional Capability project will be launched in 2008-09 using dedicated software researched and developed at the Forensic Computer Examination Unit. This will enable identified regional officers to attain skills and knowledge in digital recovery techniques in order to service the growing demand for forensic computing examination services. The Stolen Property Identification Recovery System is to be enhanced to support internet-based investigations involving property on internet sites such as eBay. The Child Safety and Sexual Crime Group will produce ‘Internet Safety for Parents’, a DVD that offers parental guidance and advice to replace the ‘Who’s chatting to your kids?’ internet safety program. Building trust at Burdekin Sergeant Darian Greenough is a winner, not only in the hearts of those he helps in Burdekin, but as recent recipient of the North Queensland Fellowship Award as part of the Eli Lilly Rotary Sunflower Awards for 2007. As Officer in Charge of Home Hill Station, Sergeant Greenough has earned the trust and respect of individuals and families in Burdekin for his patient, skilled and sensitive interventions at times of great fear and distress. Living in a rural community with limited community services, Sergeant Greenough is called upon to assist people in accessing mental health services when their decisionmaking capacity is impaired. Going beyond the call of duty, he has made a deeply valued contribution to the safety, treatment and care of people with mental illness when they have been vulnerable and at great risk. ‘While having received police medals, and a commendation some years ago, this award feels special as it has come my way via the community for treating people how I would wish to be treated if the shoe was on the other foot,’ Sergeant Greenough said.
