Through Scape, Kier was appointed to deliver a £1.1m<br />
extension and alterations to an existing custody suite at<br />
Crawley <strong>Police</strong> Station, within the Divisional Headquarters<br />
complex. The works provided nine new cells, waiting,<br />
holding and shower rooms, plus the existing custody charge<br />
area was completely reformed for the increased capacity<br />
with new services and a charge desk.<br />
To ensure continuity of service and<br />
minimal operational disruption, Kier<br />
delivered the works over a 15-week<br />
programme between February and May<br />
2010, with only a two-week total shutdown<br />
period. During this time, the existing cells<br />
and the custody charge area was stripped<br />
out and completely reformed.<br />
Case Study:<br />
Northumbria <strong>Police</strong> Authority<br />
As part of Northumbria <strong>Police</strong> Authority’s estates management transformation project,<br />
F+G has, through Scape’s framework, worked on several feasibility studies including on the<br />
refurbishment of a number of police stations within the region. The focus was to ensure the<br />
custody suites and adjoining cells could be reconfigured and redeveloped in order to bring<br />
them to current standards. In addition, F+G has also carried out condition surveys, option<br />
appraisals, feasibility studies and best use of assets on the Authority’s offices, custody suite<br />
and transport facilities.<br />
One particular project which came to fruition was the Newcastle City Centre <strong>Police</strong><br />
Station. This is a new £28m facility which is currently being built by Willmott Dixon, also<br />
through Scape’s framework. It is a highly complex project, involving a Grade II listed building<br />
on a brownfield site that’s been acquired adjacent to an active railway line and in the heart of<br />
the city. The project involves linking existing structures and the construction of a new, iconic<br />
three-storey building, to create a state of the art facility to improve services to the community.<br />
As well as multiple stakeholders being involved in the scheme, including Network Rail,<br />
Northumbria <strong>Police</strong> Authority, English Heritage, Home Office and Newcastle City Council,<br />
other interesting aspects of the project include the development of a large energy centre,<br />
within a new structure that replaces an existing 160-year-old building. There have also been<br />
almost 2,000 design drawings and approximately 150 reports and surveys, illustrating the<br />
complexities involved.<br />
Work on site started in September 2011, with completion due in March 2014. 44% of total<br />
project spend will be procured within 20 miles of the site, and an accelerated construction<br />
programme of 140 weeks is expected due to the use of pre-fabricated cells within the new<br />
custody suite.<br />
