The Terms of Reference will be reviewed at the next meeting. • Congratulations were noted in relation to the Celebration Awards, and ER thanked the Awards Steering Group for all their hard work to organise what was a very successful event. 1
Item 17, Annex 1 29/2013 Minutes and Matters Arising from the Previous Meeting The notes of the meeting held on 10 th April 2013 were agreed as an accurate record. SV 16/8/2013 HS highlighted that the rolling action table would in future be fully completed with comments on progress. 30/2013 HR&OD Strategy The Committee received an update on the HR&OD Strategy and confirmation that, following a review, it supported the Quality Improvement Strategy. It was agreed that the HR&OD Strategy would be further reviewed against the new Trust Strategy, “In the Heart of Health in the Peninsula” and the Trust’s corporate objectives. MB 16/8/2013 HS provided an update on actions since the last meeting. Key points included: Recruitment and ward staffing • As of 30 March 2013, the total clinical and non-clinical nurse vacancies are 179.18 WTE, including an additional 36 WTE for the staffing of Monkswell. 130.15 WTE of these vacancies are currently at post-interview stage. • Steady progress was being made on recruitment, particularly for HCA’s, but it was noted that retention was also critical. • MW highlighted the need to also focus on reviewing plans to ensure adequate medical staffing levels. HS agreed, and confirmed he had arranged to meet with Yvonne Linley-Shaw, Medical Workforce Business Partner, to discuss this issue. • It was acknowledged that there is a risk when opening additional beds that medical staffing is not reviewed robustly in addition to nursing staffing levels. HL agreed, and stated that the junior doctor workforce should be reviewed within each service line. HL added that Alex Mayor, Medical Director, and Emma Rayment, Business Manager, are leading a project on junior doctor staffing levels. Mandatory Training and Appraisal • It was noted that a paper on the content and delivery of mandatory training would be discussed at the next HR&OD Committee meeting. The paper would also highlight proposed changes to mandatory training reporting, where for example, historically, Junior Doctors are not included in the mandatory training figures reported. • HL stated that reports were produced in relation to JD 2
