Perkins County Crop<br />
Tour to be held<br />
The Perkins County Crop Tour will<br />
be Tuesday, 10 a.m., July 16th, 2013.<br />
It will be held at the Duane Shea Farm<br />
(travel 5 miles west of Bison on SD<br />
Hwy 20 and 3 miles south on Bixby<br />
Rd), travel 1/4 mile east.<br />
Tour will begin at the sunflower<br />
plots and then travel to the small<br />
grain, pea, biofuel and safflower plots.<br />
SDSU Specialists presenting will include:<br />
Dr. Nathan Mueller, SDSU Extension<br />
Agronomist; Dr. Emmanual<br />
Byamukama, SDSU Plant Pathologist<br />

The garage was ripped off of the house at Shane Kolb’s. There was also some other <strong>damage</strong> reported<br />
around the community, a roof ripped off, downed trees, the power was out around the area<br />
from one hour to 15 hours.<br />

scholarship<br />
Dakota Western Bank (DWB) awards $2,500 in scholarships<br />
to area high school graduates each year. A graduating senior<br />
from five area high schools is selected to receive a $500 DWB<br />
scholarship.<br />
Shaley Lensegrav, a 2013 graduate of Bison High School, was<br />
awarded one of the DWB scholarships this year. Shaley, the<br />
daughter of Leslie and Cindy Lensegrav, plans to attend Black<br />
Hills State University in Spearfish, SD as a Mass Communications<br />
major.<br />

High school finals rodeo held last week<br />
The 2013 South Dakota High School<br />
Rodeo finals were held last week, June<br />
19-23 at the Roundup grounds in Belle<br />
Fourche.<br />
Area contestants fought hard for the<br />
spots to go to the national finals in<br />
Rock Springs, Wyo. in July. Scores<br />
were affected by the heavy rains, especially<br />
for the short go.<br />
Point scoring for the finals includes<br />
15 places. First place is given 15 points<br />
down to 15th place which is awarded<br />
one point. In instances where there is<br />
the same score the points are totaled<br />
and then divided equally. The first and<br />
second rounds each had 15 placings;<br />
the short go had 10. Average winners<br />
are based upon totaled scores from the<br />
three rounds.<br />
The champion and runner-up spots<br />
are chosen by the total of all the points<br />
earned during the season plus, those at<br />
the finals. The top four contestants<br />
from each event move on to the national<br />
finals.<br />
In some cases, while a contestant<br />
may not have had the best state finals,<br />
the had enough season points to place<br />
them in the top 15 of total points for<br />
the year.<br />

“But what about you?” Jesus asked. “Who do you say I am?”<br />
(Matt 16:15)<br />
Satan asked Eve in the Garden, “Did God really say...?” Pilate<br />
asked Jesus 2000 years ago, “What is truth?” These two questions<br />
are still being asked today: “Is the Bible really God’s<br />
Word?” “Oh, what is truth anyway?” Now the world states quit<br />
clearly, “There is no absolute truth.” But, the world is so wrong.<br />
There is absolute truth. Truth is Jesus Christ. Today Jesus is<br />
asking each of us the most important question in our lives.<br />
“Who do YOU say I AM?” Your answer is a matter of your eternal<br />
life or death.<br />
Sadly today, we hear, “Jesus was only a good man.” Or “Just another<br />
prophet.” But Jesus is so much more. The verses following<br />
our text says, “From that time on Jesus began to explain to his<br />
disciples that he must go to Jerusalem and suffer many things<br />
... and that he must be killed, and on the third day be raised to<br />
life.” Jesus was born to be our Savior. Christ went to Jerusalem<br />
to suffer, die, and rise from the dead for all your sins. Yes, Jesus<br />
is both God and man. True God to offer a perfect sacrifice for all<br />
people, true man to die in our place. Jesus is the Christ, the<br />
Anointed one. He is sent from God the Father to be our only<br />
Savior. He is the one who gave up his life to secure our full and<br />
free forgiveness. He is the one who rose victorious from the<br />
grave to secure our freedom from death. He is the one who rules<br />
over all things for our good, now and eternally. May we always<br />
confess that: “Jesus, you are the Christ, the Son of the living<br />
God,” and “MY Savior!”<br />

The Game, Fish and Parks<br />
Commission has finalized all 2013<br />
South Dakota deer hunting seasons.<br />
The online application process<br />
for the hunting seasons will open<br />
in mid-June. A new paper application<br />
including all deer seasons will<br />
be available later this month.<br />
Deadline dates for submission of<br />
applications will vary and are<br />
specified within the application.<br />
East River deer season dates are<br />
November 23 through December 8<br />
for all tags, and December 29<br />
through January 5 for antlerless<br />
tags only. The deadline for license<br />
lottery applications is August. 30.<br />
The West River deer season will<br />
run from November 16 through<br />
December 1 for all tags; except<br />
Gregory and Mellette counties will<br />
run from November 2-5 and November<br />
18-24, and Dewey, Ziebach<br />
and Corson counties will run from<br />
November 2-24. The season will be<br />
open in all areas December 29<br />
through January 5 for antlerless<br />
tags only. Deadline for license lottery<br />
applications is July 19.<br />

local license dealer the last week<br />
of June.<br />
Also, mentored big game applications<br />
will open up online the<br />
same time as prairie antelope<br />
which is anticipated for the middle<br />
of July.<br />

Tree Facts – Planting trees around your home<br />

The country looks beautiful<br />
from the ample amounts of moisture<br />
supplied by Mother Nature<br />
over the last month. It causes<br />
many to think of planting trees<br />
around homes and etc. Site selection<br />
and species are important factors<br />
that require planning and<br />
consideration.<br />
If your home is in town be sure<br />
to check up on any rules and<br />
guidelines that they may have on<br />
planting trees near the<br />
street/boulevard or sidewalk. The<br />
location of utilities is an important<br />
consideration when planting trees.<br />
Planting under power lines is not<br />
recommended. If utility poles are<br />
present on your property line, do<br />
not plant within ten feet of the<br />
property line. Give buried utilities<br />
the same consideration as the utilities<br />
you can see.<br />
Planting trees around your<br />
home creates certain microclimate<br />
effects. Large broadleaf trees<br />
planted on the southeast, southwest<br />
and west provide cooling<br />
shade in summer and they don’t<br />
block the low winter sun. An evergreen<br />
windbreak on the north<br />
blocks cold winter winds. Large<br />
evergreens on the south block<br />
warming winter sunlight. New<br />
trees need room to grow to their<br />
mature size. Never plant a shade<br />
tree within 20 feet of your house.<br />
Following are recommendations<br />
and ratings for tree species. Trees<br />
are listed in three categories:<br />
Evergreen Trees, Street/Boulevard<br />
Trees and Small Trees. All have<br />
been rated according to hardiness,<br />
shape, disease and insect problems,<br />
ease of establishment, maintenance<br />
requirements and past<br />
performance of the species.<br />
EVERGREEN TREES – Do<br />
not plant these trees near power<br />
lines. Ponderosa Pine, Austrian<br />
Pine and Scotch Pine are rated excellent;<br />
Colorado Blue Spruce is<br />
rated very good and Black Hills<br />
Spruce is rated good. There are<br />
numerous other ornamental evergreens<br />
that do well in the area,<br />
contact local nurseries for information.<br />
STREET/BOULEVARD<br />
TREES – Do not plant these trees<br />
near power lines. Green Ash, Linden<br />
and Canada Red Cherry are<br />
rated excellent; Bur Oak, Kentucky<br />
Coffee Tree, Honeylocust<br />
and Hackberry, are rated very<br />
good and Maples and, Catalpa are<br />
rated fair to good.<br />
SMALL TREES – These trees<br />
are suitable to be planted near<br />
power lines and streets/boulevards.<br />
Crabapples are rated excellent;<br />
Amur Chokecherry is rated<br />
very good; Mountain Ash, Russian<br />
Olive are rated good.<br />
Planting your tree properly is<br />
very important. Dig a hole, three<br />
times the diameter of the pot or<br />
root ball and only as deep as the<br />
container is tall. Set tree in hole<br />
and carefully remove pot by cutting<br />
sides with a very sharp utility<br />
knife. On balled and burlap trees,<br />
carefully cut wires and burlap<br />
away from the tree and push down<br />
into hole. Do not attempt to remove<br />
wire completely as it may<br />
<strong>damage</strong> the root system. Stake<br />
the tree only if recommended by<br />
nursery. Don’t use wire to brace<br />
your tree, rather use canvas ties.<br />
Be sure to remove stake after the<br />
first growing season. Water the<br />
tree to completely wet and settle<br />
soil. Thereafter, water every seven<br />
to ten days during the first growing<br />
season and every two to three<br />
weeks during the following years<br />
as needed. It takes five to ten<br />
years for a new tree to become<br />
completely established.<br />

Pretty wild weather this week,<br />
wasn’t it? Summer officially arrived<br />
on Friday and the drought<br />
has been broken. We’ve got 2.32<br />
inches of rain in three downpours<br />
on Friday and Saturday, along<br />
with a ton of wind. We didn’t have<br />
any hail here, but several of our<br />
neighbors got hammered by hail<br />
and estimated 100mph winds.<br />
West of Sorum, the wind blew<br />
Tommy Fabris’ ultra-light airplane<br />
out of his shop and totaled it. Trees<br />
blew down all over Eric and<br />
Amanda Schuchard’s yard and the<br />
wind almost blew a couple of their<br />
kids away! Jonathan and Erica<br />
Wiechmann were driving into<br />
their yard northeast of Bison when<br />
wind tore the porch right off their<br />
house and slammed it into the<br />
pickup they were driving, smashing<br />
the windshield and wrecking<br />
the pickup. The wind did a lot of<br />
<strong>damage</strong> to their buildings and corrals,<br />
but thankfully no one was injured!<br />
The High Plains Western Heritage<br />
board met Tuesday in<br />
Spearfish and Bob Christofferson<br />
was selected as our newest director.<br />
The Heritage Center will celebrate<br />
the National Day of the<br />
American Cowboy on July 20th<br />
with a Campfire Series show at<br />
2:00 that afternoon. The official<br />
National Day of the American<br />
Cowboy is July 27, but the Heritage<br />
Center is celebrating a week<br />
early so we don’t interfere with another<br />
celebration at New Underwood<br />

Bob Hanson read the story Jan<br />
Swan Wood had written about our<br />
local cowgirl, Jessie Hotchkiss, in<br />
the Tri-State Livestock News and<br />
called me to see if I would accompany<br />
him to the Hotchkiss ranch<br />
to meet Jessie on Wednesday.<br />
She’s interested in the bridle horse<br />
tradition of riding and Bob had<br />
tied a fancy knot he wanted to give<br />
Jessie. Her parents were as interested<br />
as Jessie was to see the different<br />
ropes and whips Bob<br />
brought to show her. Besides the<br />
fancy knot he made for Jessie, he<br />
brought a horse hair rope, a grass<br />
rope, a rawhide lariat, and a beautiful<br />
leather whip to show us.<br />
Sandy Hotchkiss invited us in<br />
for coffee and we dined on freshly<br />
baked peach pie, topped with thick<br />
sweet cream while Bob told Dan<br />
some of the welding tricks he’s<br />
learned during his 94 years on this<br />
old earth. Bob is one of my very favorite<br />
old cowboys and has led a<br />
colorful life. He was raised on a<br />
ranch near Bison, knew most of<br />
the old-time cowboys, and is a<br />
wonderful horseman. He was a<br />
POW during WWII, is an outstanding<br />
blacksmith and welder,<br />
and was a Perkins Co. deputy<br />
sheriff and EMT for several years.<br />
As soon as I got back to the ranch,<br />
I called Jan Wood and she’s going<br />
to interview Bobby in July for a<br />
story in the Tri-State. That should<br />
be really interesting!<br />
While I’m on the subject of oldtime<br />
cowboys, I’m trying to locate<br />
relatives and acquaintances of the<br />
old cowboys who came north with<br />
the cattle herds who still live in<br />
this area. I’m gathering information<br />
about Dode Wiley, Jim Brumley,<br />
Frank Beck, George Shipley,<br />
Ed Dippert, SPY Wilson, Fred Jennewein,<br />
Billy Marty, Lewis<br />
Painter, Russ Wilson, Greenup<br />
Mosely, Billy Clanton, Pecos Dick<br />
Turbiville, Tennessee Vaughn,<br />
Paul and Thornton Ames, and<br />
other old cowboys who stayed in<br />
this area after the roundup days<br />
were over. If any of you have information<br />
to share before the American<br />
Cowboy celebration at the<br />
Heritage Center in July, email me<br />

Growing up in Bison, I look forward<br />
to the annual Gala Days celebration<br />
and this year was even<br />
more special. Bison High School<br />
held an all-school reunion Saturday<br />
and we had a wonderful time.<br />
Eight members of my graduating<br />
class of 16, Alyce Loftsgaard<br />
Kriege, Rose Sander Hafner, Betty<br />
Vetter Nelson, Ron Kopren, Greg<br />
Deibert, Wayne Palmer, Terry<br />
Haggart and I gathered in the afternoon<br />
at Mom’s Café to look<br />
through the old school annuals<br />
and reminisce about the “good old<br />
days”. Five of our classmates,<br />
Linda Jackson, Leon Anderson,<br />
Tim Lane, Reed Loughlin, and Bob<br />
Erickson, are no longer with us,<br />
but Sandy (Butler) Leonard attended<br />
grade school with us and<br />
she came to our gathering.<br />
That evening we joined other<br />
Bison graduates and former teachers<br />
for supper and a program at<br />
the school gym. The storm hit<br />
while we were eating and the<br />
lights went out for a while, but as<br />
soon as electricity was restored,<br />
we were able to enjoy the entertainment<br />
and visit with old<br />
friends. It’s amazing how the years<br />
change people and we had trouble<br />
recognizing folks we grew up with.<br />
And they had a hard time recognizing<br />
us!<br />

Board approved the hiring of TSP for<br />
services. A contract will be mailed to<br />
the District.<br />
SECONDARY STAFF-ELEGIBIL-<br />
ITY CHANGES<br />
Several secondary staff members visited<br />
with the board about changing the<br />
eligibility timelines. A policy change<br />
will be presented for approval.<br />
BUDGET-SET HEARING DATE<br />
AND TIME<br />
Proposed 2013-2014 changes were presented<br />
and discussed.<br />

that the School Board of the Bison<br />
School District #52-1 will conduct a<br />

proposed budget for the fiscal year of<br />

Resolution to Accept<br />
Credit, Debit and Electronic<br />
Transactions<br />
WHEREAS, Perkins County<br />
collects and charges fees,<br />
taxes, liens and other<br />
charges; and<br />
WHEREAS, the constituents<br />
of the Perkins County and<br />
others are desirous on occasion<br />
of utilizing credit, debit<br />
or electronic transactions to<br />
pay for such fees, taxes, liens<br />
or other charges; and<br />
WHEREAS, there are usually<br />
costs associated with<br />
using debit, credit or electronic<br />
transactions; and<br />
WHEREAS, Perkins County<br />
feels it is in its best interest<br />
to collect a fee sufficient to<br />
cover any processing fees associated<br />
with the transaction<br />
or to utilize a company that<br />
will collect the fee themselves<br />
and charge the constituent<br />
for the use of that<br />
type of payment; and<br />
WHEREAS, SDCL 4-3-28<br />
states that state and political<br />
subdivision permitted to<br />
accept credit or debit cards<br />
or electronic payment - Fee -<br />
Promulgation of rules.<br />
Notwithstanding any other<br />
provision of law, the state<br />
and its political subdivisions<br />
may accept a credit card, a<br />
debit card, or an electronic<br />
payment as payment for a<br />
transaction. The state and<br />
its political subdivision may<br />
assess and collect a fee in an<br />
amount sufficient to cover<br />
any processing fee associated<br />
with a credit card, debit<br />
card, or electronic transaction.<br />
The Bureau of Finance<br />
and Management shall<br />
promulgate rules pursuant<br />
to chapter 1-26 relating to<br />
the establishment and collection<br />
of a processing fee associated<br />
with a credit card or<br />
debit card transaction. The<br />
governing body of each political<br />
subdivision may, by resolution,<br />
establish and collect<br />
a processing fee associated<br />
with a credit card, debit<br />
card, or electronic transaction.<br />
NOW, THEREFORE, BE IT<br />
RESOLVED, that the<br />
Perkins County Commission<br />
hereby acknowledges that<br />
the Perkins County offices<br />
may, but are not required to<br />
take credit, debit or electronic<br />
transactions for payment<br />
of services, and will be<br />
allowed to charge a fee or<br />
contract with a company<br />
that will charge the fee to<br />
the constituent or others for<br />
utilizing this type of payment<br />
form, which fee can be<br />
no more than what is sufficient<br />
to cover processing fees<br />
associated with that transaction<br />
all as is according to<br />
SDCL 4-3-28.<br />

Highway Department<br />
•Lemmon Area Roadway Reconstruction<br />
Project Phase I - Hwy Superintendent<br />
Buer had estimates for<br />
grinding and widening Theatre Road.<br />
He brought a couple of different scenarios<br />
to the table. City of Lemmon officials<br />
were present to comment on the<br />
subject. Adams County will be contacted<br />
to discuss what strings are attached<br />
to their funding for the project.<br />
The consensus of the Commission was<br />
to proceed with the project as proposed<br />
by Superintendent Buer.<br />
•Golf Course Road Bridge –Discussion<br />
was held on the whether to continue<br />
with the bid letting for the repair<br />
of the Golf Course Road Bridge. It was<br />
the consensus of the Commission to<br />
proceed with bid letting.<br />
•Culvert on 178th Ave – The width<br />
of the current culvert is 12 feet. Buer<br />
visited with Bison Township concerning<br />
the installation of a new culvert<br />
(double 10X8) on 178th Avenue. Buer<br />
indicated that he felt his crew would be<br />
able to help with the installation on<br />
the new culvert. Ottman moved,<br />
Besler seconded to assist Bison Township<br />
with installation of a new culvert<br />
on 178th Ave, motion carried.<br />
•Buer has hired Brad Mackaben as<br />
a maintenance worker. Foster moved,<br />
Besler seconded to set Brad Mackaben’s<br />
starting wage at $15.35 per<br />
hour motion carried.<br />
10:30 Liquor Hearings<br />
•Henderson moved, Ottman seconded<br />
to approve the 3-Day Malt Beverage<br />
License for Lemmon Boss Cowman<br />
Rodeo Committee on July 12, 13<br />
& 14, 2013 at the Lemmon Rodeo<br />
Grounds, motion carried.<br />
•Besler moved, Ottman seconded to<br />
approve the Package Off-Sale Malt<br />
Beverage Lic # PB-1700 for Smoky’s<br />
Bar & Grill, motion carried.<br />
•Henderson moved, Foster seconded<br />
to approve the Retail On-Off Sale Malt<br />
Beverage Lic # 19071 for Summerville<br />

•Ottman moved, Besler seconded to<br />
approve the Package Off-Sale Malt<br />

Reduced Work Week<br />
Besler wondered if the Commission<br />
would consider the possibility of implementing<br />
a shortened work week for the<br />
courthouse. The Department Heads<br />
will be consulted for their input and<br />
the item will be placed on the July<br />
agenda.<br />
Perkins County Economic Development<br />
Henderson would like the Commission<br />
to consider having one Perkins County<br />
Economic Development in Perkins<br />
County in the future. For the present<br />
time, each Economic Development Organization<br />
will be considered for<br />
budget requests.<br />
Perkins County Planning Commission<br />
Henderson moved to set the stipend for<br />
the Perkins County Planning Commission<br />
at $50.00 per month. Henderson<br />
withdrew his motion. Henderson<br />
moved, Foster seconded to set the<br />
stipend for the Perkins County Planning<br />
Commission at $50.00 per meeting,<br />
plus mileage at the state rate, motion<br />
carried.<br />
State’s Attorney Shane Penfield addressed<br />
the need for an Ordinance for<br />
the Perkins County Planning Commission.<br />
Perkins County Commission appointed<br />
seven members to the Planning<br />
Commission and have not appointed<br />
a Commissioner. Codified law<br />
indicates the Planning Commission<br />
shall be an uneven number and a<br />
County Commissioner must be appointed<br />
to the Planning Commission.<br />
Henderson moved, Besler seconded to<br />
appoint Willard Ottman as the Commissioner<br />
Representative to the<br />
Perkins County Planning Commission,<br />
motion carried. Besler will visit with<br />
Max Matthews on being on the Planning<br />
Commission to make the number<br />
uneven.<br />
Sheriff Serr<br />
•Besler moved, Foster seconded to<br />
approve the auto-supplement of the<br />
monthly payment of $20,187.72 from<br />
the City of Lemmon to 101-211-411,<br />
motion carried.<br />
•Henderson moved, Foster seconded<br />
to set the wages for the Sheriff<br />
Deputy’s as follows: Todd Campbell -<br />
$18.19/hr, Bill Johnson - $17.47, Gregory<br />
Karels - $16.75, Matthew<br />
Schackow - $15.85, motion carried.<br />
•Foster moved, Besler seconded to<br />
waive the 30 day waiting period for<br />
ASBSD health insurance for William<br />
Johnson and Gregory Karels due to the<br />
June 1st Law Enforcement Contract<br />
with the City of Lemmon, motion carried.<br />
•Sheriff Serr also requested permission<br />
for Finance Officer Chapman and<br />
himself to attend The Wage-Hour &<br />
FMLA Seminar for South Dakota Public<br />
Agencies on July 19, 2013 in Rapid<br />
City. Approval was given.<br />
SDRS Roth<br />
South Dakota Retirement recently announced<br />
a new retirement savings option,<br />
the SDRS Roth 457 program.<br />
This program provides public employees<br />
a method of contributing after-tax<br />
dollars to their retirement fund. There<br />
is no cost to the Perkins County. Henderson<br />
moved, Besler seconded to approve<br />
the SDRS Roth 457 program for<br />
county employees, motion carried.<br />
Budget<br />
•Loyson Carda was present to review<br />
the 2014 budget. Carda relayed<br />
to the Commission that client demand<br />
is quite low and requested permission<br />
to reduce hours in his Lemmon office<br />
accordingly. Foster moved, Besler seconded<br />
to authorize Loyson Carda to adjust<br />
his working hours as needed, motion<br />
carried.<br />
•Jim Lorenz was present on behalf<br />
of the Lemmon Senior Citizens to request<br />
a budget of $1,500 for 2014.<br />
•Chris Block was present on behalf<br />
of Arrow Public Transit to request<br />
$8,000 for 2014. Their allocation for<br />
2013 was $4,000.<br />
•Koreen Anderson and Jack Anderson<br />
were present on behalf of Boss<br />
Cowman Rodeo Grandstands to request<br />
$5,000. 2013 allocation was<br />
$2,500.<br />
•Koreen Anderson also represented<br />
Lemmon Junior Livestock Show and<br />
requested $5,000 for 2014. The 2013<br />
allocation was $3,500.<br />
•LACED was represented by Dave<br />
Johnson, Garrett Schweitzer, Shane<br />
Penfield and Jack Anderson. They did<br />
a brief overview of last year’s projects<br />
and also the goals for 2014. LACED’s<br />
2014 request is $40,000. 2013 allocation<br />
was $30,000.<br />
•Lemmon Fire Department was<br />
represented by Chad Baumgarten.<br />
Their 2014 request is $25,000. They<br />
received $20,000 in 2013.<br />
•Susan Sandgren was present on<br />
behalf of Three Rivers Mental Health.<br />
She requested $7,395 for 2014. The<br />
2013 allocation was $6,000.<br />
•Maria Murray represented Western<br />
Senior Services. Their request for<br />
2014 is $3,000 which is the same as<br />
2013.<br />
Tour of Perkins County Jail<br />
Commissioners Henderson, Foster,<br />
Besler and Ottman tour the Perkins<br />
County Jail. Sheriff Serr conducted<br />
the tour and answered questions posed<br />
by the Commission.<br />
