Case Details:<br />

Victim Pradeep Behera, age 22, member of the scheduled castes, helps his father in cultivation. There<br />

was a theft case in his village. The villagers organized a meeting to find out who was the thief. They asked<br />

the local magician who blamed the theft on Pradeep Behera and another man called Rama Biswal.<br />

When Pradeep said that he had not committed the theft the villagers called the police. The policemen<br />

slapped him on both cheeks and pulled him into the van. There they stroke him with fists. When they<br />

arrived at the police station at 2am they did not give him food. The next day they beat his hands with a<br />

stick. After two nights and one day they released him on bail for Rs 200.<br />

Case details:<br />

Victim Manju Pradhan, aged 27, member of the Khandayat cast, is a daily laborer and has no<br />

educational qualification. She and her husband Kabi Pradhan, aged 35, live in Nilacharka Nagar (Salia<br />

Sahi; P.S. Nayapally, Dist. Khurda).<br />

On 23 March 2008 at 10.30 pm Manju and her husband went to a shop in Basti, where they were<br />

blamed by the owner for breaking his glass showcase, which was in fact destroyed by himself due to<br />

alcohol abuse. After the shop owner insulted Manju and Kabi, he and his brother-in-law beat Kabi<br />

several times.<br />

On 24 March 2008 at 12 pm Manju went to Nayapally police station to lodge a complaint against the<br />

shopkeeper and his brother-in-law. The inspector in charge (IIC), Rajendra Prasad Behera, aged 45,<br />

did not believe Manju and began to abuse her in a filthy language. When Manju invited Rajendra to visit<br />

the place of crime, the IIC beat on the legs of her and told her to leave the police station.<br />

Shocked by these events Manju went home crying.<br />
