him to torture when asked for the wages. Accordingly a complaint was lodged at Chanrasekharpur<br />
Police Station, following which Kasinath was arrested by the SI. At the station he was abused with filthy<br />
words by the Constable and slapped on his cheeks. He was threatened to repay the credit under the<br />

Victim Nilamadhaba Lenka is a resident of Malisahi. On 11 th February 2008, on the occasion of<br />
Saraswati Puja, four policemen entered into the house of the victim wearing civilian attire. They started<br />
abusing Nilamadhaba with obscene words. When the victim’s wife Sabitri inquired about their identification,<br />
they caught hold of her hair and abused her as a bastard. The victim received a slap on his cheeks and<br />
was kicked for questioning the police. Nilamadhaba recognized them as the police officials of Mangalabad<br />
Police Station. They beat up the victim and his wife and didn’t let them know the reason. Later on<br />
Nilamadhaba found out the reason that they had come in search of a thief.<br />

Victim Minati Marika, age 28, is a housewife and member of the OBC-community. She quarreled with<br />
her husband because he had a second wife. Thereafter on 18 th Feb’2005 her family in law suddenly<br />
demanded a dowry and tried to kill her by pouring kerosene onto her. As result of that 1/3 rd of her body<br />
was burnt but she was refused to get a doctor. When reporting that at Mahila Police Station the officer in<br />
charge, Mrs. Saubhagya Laxmi Pattnaik, abused her by inappropriate language referring to her caste<br />
and beat her with a stick. Although she was detained at the police station for about 36 hours her case was<br />
not registered. Seemingly Mrs. Saubhagya Laxmi Pattnaik was bribed by the counterparty.
