On 21 August 2008 at 12 AM, in Chhiama village, Bijaya Korada attempted to rape the girl Kabita.<br />

Therefore her elderly father and mother went to Gadamanitri out post to lodge an F.I.R. against the<br />

perpetrator. But instead of filling their F.I.R., Officer-in-Charge (OIC) of the out post Das Babu took them<br />

both to Begunia police station at 2 PM. At the police station they were detained by Prasanta Kumar Malla,<br />

OIC of Begunia P.S until 2 AM.<br />

The next day when their two sons Susanta and Pabitra were informed of their parets’ arrest, they went<br />

to the police station. At the police station OIC Prasanta Kumar Malla detained both of them for four days<br />

and persuaded Bijaya Korada to file a false F.I.R against them.<br />

During their detention, the OIC did not offer Pabitra and Susanta any food or water. He beat them brutally<br />

so that their bodies got swollen and also verbally abused them referring to their caste. He forced them to<br />

write an FIR according to his instruction. During their detention Pabitra and Susanta did not undergo a<br />

medical check up and their family members were not allowed to meet them in the police station.<br />

On 24 May 2008 about 10.10 AM, they were forwarded to the court.<br />

Pabitra and Susanta were later informed that OIC Kumar Malla received a bribe for filling a false case<br />

against them.<br />

The victim Rabindra Parida (40) was a resident of Bharatpur village, Khurda. He worked as a daily<br />

laborer.<br />

On 9 March 2008 at about 9.30 PM Kalia and three other young bullies came to Basumati Dei’s house<br />

and asked for wine. When she did not open the door, they forcibly entered her house by breaking the<br />

door. Kalia and his three friends vigorously covered Basumati’s face in a cloth and beat her severely<br />

so that she became unconscious. Her husband Jogan Singh and others found her in her state of<br />

unconsciousness.<br />

On 10 March 2008 at about 5:20 AM the villagers asked Rabindra to take the unconscious Basumati<br />

to the hospital for treatment. When he refused, they threatened him that if he did not do it, then he would<br />

have to leave the village. So Rabindra and some other villagers took her to the capital hospital for<br />

treatment. At that time Basumati was bleeding from her mouth.<br />

In the mean time, police officers from Khandagiri police station reached the hospital. The police constables<br />

took Rabindra with them to the police station without telling him the reason of arrest. When they reached<br />

the police station at about 9:30 AM, Sub-inspector (SI) Bijay Kumar Sethi told him to open his shirt and
