The police instead of arresting the real culprits have filed a false case against the victim and have
detained him. The victim was stripped naked, his hands were fastened and he was beaten indiscriminately
with the baton. Due to this, the victim had sustained injuries. The police had done that after receiving bribe
from the accused.

Case Details:
The victim Basanti Pattnaik was a poor woman and her husband was a farmer. She had resided with
her family at Khurda. Since she was innocent, Ajay and Avoy who were far related to her had entered
her house and had attacked her. So she had gone to the police station on 9 th April, 2008. But the officerin-charge
had made her wait at the police station for the whole day and then he had sent her back.
The victim Basanti Pattnaik had walked to the police station very frequently. But the police had behaved
in the same manner without taking any action against the accused. On 22 nd April, 2008 the accused had
again attacked the victim and had threatened her with dire consequences if she went to the police station
again. When the victim’s husband had gone to the police station to lodge a complaint, the police had
insulted him and had sent him out.

The victim Parbati Baliarsingh had a land dispute with few anti-social people of the village. On 22 nd
March, 2008 they have entered into her house and have abused her with filthy words. They have also
attacked her with deadly weapons. The next day, she had gone to the police station to lodge a complaint.
But the police officer had made her wait at the police station for hours and had not taken any measures.
