Case details:<br />

The victim Smt. Basanti Pattnaik (55) was married to Mangu Pattnaik and they were residents of<br />

Adharma, Khurda. Basanti was a housewife and Mangu was a farmer and their family was poor.<br />

On 9 April 2008 Basanti’s brother-in-law’s sons Ajay Naik and Avoy Naik entered in to her house and<br />

attacked her and Mangu. At about 10 AM on the same day, she went to Chandaka Police station to lodge<br />

an FIR about this attack. She waited at the police station from 10 AM to 4 PM. The Officer-in-Charge<br />

(OIC) of the police station finally said that he would consider receiving her F.I.R. So on 10 and 11 April<br />

she frequently went to the police station to get the F.I.R filed, but each time the OIC refused and sent her<br />

home. Even though she had been beaten by the accused so that her body was obviously injured, the<br />

OIC did not make her undergo medical examination.<br />

On 22 April 2008, the OIC called the accused to the police station and he made an agreement with them.<br />

At 11 PM on the same day, Ajay Naik and Avoy Naik entered into Basanti’s house and attacked her and<br />

her husband while they were sleeping. They repeatedly threatened to kill them because Basanti had<br />

lodged an FIR against them.<br />

On the next day 26 April 2008, when Mangu went to Chandaka Police station to lodge an F.I.R. about the<br />

attack, the OIC insulted him before registering the F.I.R.<br />

After four days, the OIC had not taken any action on the matter. On the opposite, Ajay and Avoy told<br />

Basanti and Mangu that they had paid the OIC so that was on their side and that he would accept<br />

everything they did.<br />

On 26 April 2008, Basanti went to People’s Watch to get help. She met with Additional Dep. BNGURU<br />

and told everything about the case. The BNGURU immediately called the police station and advised<br />

them to accept the FIR.<br />
