Case Details:<br />
On 7 September 2007, victim Prem Nath Iswar, a member of Kolkata Rista NGO, and two<br />
friends were socializing near Subhas Sarobar Lake. Sometime during the day, a group of<br />
seven to eight locals (hereinafter “attackers”) confronted Iswar and his friends. While the two<br />
friends managed to escape, the attackers beat Iswar and threw him into the lake. Iswar cannot<br />
swim, and the attackers kicked him while he was in the water and attempted to drown him.<br />
Iswar was ultimately rescued by some locals who heard his screams.<br />
The Secretary of Kolkata Rista called the Phoolbagan PS about the incident, but no police<br />
officers came to the lake for an investigation. The Kolkata Rista Secretary and Iswar then went<br />
to the Phoolbagan PS and attempted to lodge a complaint against the attackers. However, SI<br />
P. Singha of the Phoolbagan PS ordered them only to file a General Diary Entry. The Phoolbagan<br />
officers refused to mention the attempted drowning in the diary entry. Further, the Phoolbagan<br />
officers refused to include one of the attacker’s names which Iswar provided. No subsequent<br />
action was taken by the Phoolbagan PS.<br />
