Mallick attempted to file a FIR with the Mathurapur PS. The officer on duty refused to register a
FIR and embarrassed Mallick by asking her unnecessary sexually explicit questions. After
continuous requests, the officer on duty registered only a General Diary. No subsequent action
was taken, despite the fact that Mallick was forced to pay money to the police on several
occasions.
Perpetrator(s) : Sudhir Biswas, Investigating Officer of
Baranagar PS
Location : In-laws house of Sangeeta Chakroborty at
Date of incident : 30/04/2007
Case Details:
Victim Sangeeta Chakroborty, age 22, was married on 23 November 2006.
On 30 April 2007, at 4:15pm, Chakroborty’s in-laws informed her parents that she had fallen
from her bed and had become unconscious.
At the hospital, the examining doctor did not believe that Chakroborty’s death was an accident,
and he refused to issue a death certificate. Another doctor identified marks on Chakroborty’s
body that indicated she was killed, and he informed the same to the Baranager PS.
At the Baranager PS, Chakroborty’s husband’s relatives took advantage of Chakroborty’s
father’s weak mental condition and forced him to sign several blank papers.
Annual Report on Torture
2007
On 1 May 2007, the post-mortem report was released and identified a red mark on Chakroborty’s
neck. On 11 May 2007, her father lodged a FIR with Baranager PS, but no follow-up action was
taken. Again, on 15 May 2007, her father lodged another complaint at Baranager PS. After a
few days, Chakroborty’s husband was arrested along with some of his relatives. However, not
all of the suspected relatives were arrested. Further, Baranager PS Investigating Officer Sudhir
Biswas did not interview several witnesses or the examining doctor.
