Consequently, on 8 June 2006, Begum’s in-laws severely beat her with a stick and broom and<br />
pulled her hair. Begum suffered serious injuries. The beatings continued until 4 August 2006<br />
when Begum left her in-laws home.<br />
On 14 August 2006, Begum lodged a complaint with Domkal PS. However, Domkal PS<br />
Officer-In-Charge Premangshu Chattaraj did not consider the complaint to be serious, and no<br />
follow-up action was taken by the Domkal PS.<br />

Case Details:<br />
Victim Samsun Nehar Khatun, age 16, lived with her mother. A local man who was known to be<br />
involved in the trafficking of women became interested in Khatun. Khatun’s family attempted to<br />
keep the trafficker away from Khatun.<br />
On 6 December 2006, Khatun went missing. Khatun’s mother suspected that the trafficker and<br />
his step brother had kidnapped Khatun. Khatun’s grandfather reported to the Canning PS that<br />
Khatun was missing and also that the family believed the trafficker was involved. However, the<br />
Canning PS police officers refused to listen or take any action.<br />
On 7 December 2006, the trafficker’s parents told Khatun’s grandfather that the trafficker and his<br />
step brother had indeed kidnapped Khatun.<br />
On 10 December 2006, Khatun’s grandfather secured the trafficker’s phone number from his<br />
parents, and Khatun’s grandfather brought the number to the Canning PS. Canning PS Officerin-Charge<br />
Ram Kumar Mondal spoke with the trafficker on the phone. However, Officer-in-<br />
Charge Mondal refused to lodge a complaint or General Diary against the trafficker regarding<br />
the kidnapping. He also took no further steps to rescue Khatun.<br />
On 1 January 2007, the trafficker surrendered himself to the Canning PS, and he remained in<br />
custody until 7 January 2007. On 8 January 2007, a police case was registered against the<br />
trafficker under section 363/366A/372 of the Indian Penal Code.<br />
The trafficker’s step brother is known to be living in Delhi and the police have taken no actions<br />
against him.<br />
