On 4 June 2007, victim Ruma Pramanik, age 13, was alone in her house. Two men (hereinafter<br />
“kidnappers”) kidnapped Pramanik. Pramanik’s parents went to the Ghutiary Sharif Outpost,<br />
and only a general diary was filed.<br />
In the evening of the same day, Ruma returned home, and she informed her parents of the<br />
kidnappers’ names and of the general location of where she had been taken. Pramanik’s father<br />
provided this information to the Ghutiary Sharif Outpost. However, no follow-up action was taken,<br />
and the kidnappers were not interrogated.<br />
On 26 June 2007, one of the earlier kidnappers again abducted Pramanik from her home.<br />
Pramanik’s father attempted to lodge a complaint with the Ghutiary Sharif outpost, but the police<br />
refused and told Pramanik’s father that Pramanik might return. Pramanik never returned.<br />
On 27 June 2007, Ghutiary Sharif Outpost police officers only allowed Pramanik’s father to lodge<br />
a general diary. That evening, the kidnapper was arrested and he confessed to Pramanik’s<br />
abduction. He explained that he had left Pramanik at Kalikapur.<br />
The police never found Pramanik.<br />
