Case Details:<br />

Victim Amardip Balmiki, alias Pappu, worked as a cleaner at the Cantonment Board.<br />

On 16 August 2006, Pappu was on duty between 2.00pm and 10.00pm. At some point on that<br />

day, Pappu died. His body was later found in the garage of the Barrackpore PS. His death was<br />

reported in the Hindi version of the Rajasthan Patrika in Kolkata. Local people responded to<br />

Pappu’s death by protesting in front of the station and alleging that the police beat Pappu to death.<br />

The police have denied this allegation.<br />

The circumstances of Pappu’s death are unclear. There are at least three versions of the<br />

events of 16 August 2006:<br />

• At 9.30pm, Pappu left work on a coworker’s bicycle in order to buy a paan masala. While<br />

he was buying the paan, the police raided the area and took Pappu into custody before<br />

releasing him one hour later. When Pappu could not find his coworker’s bicycle, he<br />

returned to the station to complain of the theft. He was not seen afterwards.<br />

• Pappu went to a bicycle repair shop near the police station and left the bicycle there. On<br />

the way back, he was arrested by the police and taken to the station, but was later<br />

released. He was not seen afterwards.<br />

• Pappu was arrested along with many other persons. He was not seen afterwards.<br />

Pappu’s widow and brother-in-law are unwilling to pursue an enquiry into Pappu’s death because<br />

Mr. K. Venkol Nagi Reddy, Chief Executive Officer of the Cantonment Board, assured them that<br />

he was looking after the matter. Mr. Nagi Reddy has stated that he is waiting for a post-mortem<br />

report before taking appropriate steps – but he did note that Pappu had submitted a written<br />

application to Mr. Nagi Reddy’s office requesting that service benefits be refused to his wife<br />

because she was allegedly living with another man.<br />
