On 9 May 2007 at roughly 2:00am, Satish Chandra, Company Commander, ‘F’ Company, 140<br />
Battalion, OP no. II, BSF filed a report documenting the previous day’s shooting. The report is<br />
currently on file at the Raninagar PS as Case No. 89/2007. The report states that Seikh was killed<br />
during an “encounter,” which insinuates that he was killed after a physical altercation. Many<br />
individuals who have studied the case believe this explanation is untrue, as the evidence<br />
demonstrates that the smugglers only possessed one blunt knife, and no BSF personnel were<br />
seriously injured.<br />

Seikh’s family and the other witnesses are unwilling to complain because they fear repercussions.<br />
They explain that those who have previously spoken out against BSF actions have been falsely<br />

Case Details:<br />
On 23 November 2006, at 5:00am, victim Akhil Mondal, a sharecropper, was returning from the<br />
land that he worked. However, Border Security Force (BSF) Officers shot Mondal, and he died<br />
instantly. The BSF Officers shot Mondal in the back, and the bullet pierced through his left ear<br />
and emerged from his right eyebrow. There were three eyewitnesses to the killing.<br />

Mondal’s brother attempted to lodge a complaint with the Raninagar PS but the officer on duty<br />
refused to accept it.<br />
At the Lalbagh Hospital, the on-duty doctor failed to ascertain the cause of death and sent the<br />
body to another hospital. The body was returned to the Lalbagh Hospital, but then sent to a third<br />
hospital. Finally, 80 hours after the killing, an autopsy was performed.
