Case Details:<br />

Victim Kartik Chandra Haldar, age 50, and his wife, victim Nirmala Haldar, age 40, are both<br />

members of a Scheduled Caste community. Kartik Chandra Haldar works as a weaver. He lost<br />

his house in the 2000 floods, and was living afterwards in the office building of a weaving<br />

cooperative.<br />

Some ex-members of the cooperative repeatedly tried to evict Kartik Chandra Haldar and his<br />

family, and often abused them. Kartik Chandra Haldar lodged a complaint at the Balagar PS. No<br />

action was taken.<br />

On 5 November 2007, Kartik Chandra Haldar filed a Miscellaneous Proceeding Case u/s 144<br />

Cr.P.C. in the Court of the Executive Magistrate, Sadar, Hooghly.<br />

On 8 November 2007 at 7.00am, Goutambabu and another officer of the Gupti Para Police Out<br />

Post came with local hooligans – namely, Hari Kamal Sarkar, Gobinda Sarkar, Bikas Sarkar,<br />

and Khitish Chandra Roy – but with no female officers to Kartik Chandra Haldar’s house. They<br />

entered without permission, and assaulted and insulted Nirmala Haldar. The officers ordered<br />

Nirmala Haldar to send Kartik Chandra Haldar to the Out Post by 9.00pm the same day.<br />

However, Kartik Chandra Haldar did not return home until late that night and could not go to the<br />

Out Post in time.
