income sources. The relatives also attempted to burn Begum and Saikh.<br />

Begum and Saikh filed complaints on approximately forty occasions at the Manikpur Investigating<br />

Centre, but no action was taken. Instead, the police allegedly helped Begum’s and Saikh’s<br />

relatives in their actions.<br />

The police have stated that they have nothing to do with this matter, because it is the subject of a<br />

civil court case. They have also stated that Begum and Saikh are not innocent.<br />

Case Details:<br />

Victim Surya Sekhar Hazra lived in Shimulia, Murshidabad District, <strong>West</strong> <strong>Bengal</strong>.<br />

On 28 December 2005 at about 9:00pm, some individuals who had previously threatened<br />

Hazra demanded that he <strong>watch</strong> a television serial with them at a club. Hazra unwillingly went<br />

with them.<br />

Hazra did not return home, and he was later found dead.<br />

On 29 December 2005, Berhampur PS PI Prodyut Guha and Berhampur PS SI Goutam<br />

Biswas asked Hazra’a family to come to the Berhampur PS.<br />

At the station, the PI asked Hazra’s brother to sign a letter written by a neighbour under the PI’s<br />

instructions. Hazra’s brother refused to sign the letter because it contained false information.<br />

The PI threatened Hazra’s brother and ultimately forced him to sign the letter.<br />

The police at Berhampur PS did not take statements from any of Hazra’s family members and<br />

did not investigate the murder scene. No one has been arrested.<br />

Hazra’s brother filed a written complaint with the Superintendent of Police (Berhampur). No<br />

action has been taken.<br />
