The victim lost his land during the erosion of River Padma. So Saiful used to buy grocery items from a market, located 18 kilometers away from his village. He used to bring 50-60 kilograms of rice, 20-25 kilograms of flour and other materials in order to sell and make a living. From 2007 the BSF Officials didn’t allow Saiful to bring more than 2 kilograms of rice per week. The victim required 20 kilograms of rice per week for his family members alone. Thus he faced problems in his business. The officials had also beat up the victim when he was carrying 50 kilograms of rice for his business. They kicked and slapped the victim, causing him to bend. Saiful send complaints to the DM of Murshidabad, SP of Berhampore, SDO of Domkal, BDO of Jalangi, OIC of Jalangi Police Station and the Commander of BSF, Farajipara Out-Post; but to no avail. Mukhtar Ahmed)/ District- 24 PGS (N) / JAN-19/01/2008/ Sl No.-103 Victim(s) : Sambhu Nath Sarkar Perpetrator(s) : Satpal Singh, BSF Constable Location : Amudia, North 24 Parganas Date of incident : 27/12/2007 Case Details: Victim Sambhu Nath Sarkar, aged 54, is a Clerk at Nabodkhali K.M.C School, residing at Amudia, falling under the jurisdiction of Swarupnagar Police Station. On 27 th December 2007 the victim was returning home and passing through Amudia market. All of a sudden he heard all the shops lowering the shutters. Ram Kumar Tomar, Company Commander of BSF Jawans (Police) had arrived at the place and threatened the innocent shop keepers to close the shops. Sambhu, who was passing that way encountered a Jawan, who beat him up with a wooden baton. The victim fell down shouting in pain. Thereafter Sambhu attended a local doctor. He also lodged a general diary entry on 28 th December 2007 at Swarupnagar Police Station. It came to light that the officer who had assaulted Sambhu was Satpal Singh, Constable of BSF. Perpetrator(s) : Police Location : Panchla PS, Howrah Date of incident : 10/03/2008, 11/03/2008 Case Details: Victim Sk. Saifuddin, aged 32 is a businessman, residing in Hat Panchla village, falling under the jurisdiction of Panchla Police Station. On 10 th March 2008 the local union of businessmen organized a strike for the illegal arrest of a jewel shop owner. The rally was attacked by another mob sparking a sudden riot in the area. The two groups got into fierce fighting, as a result of which several shops were ransacked, and put under fire. At midnight Panchla Police Officials, along with 50 to 55 constables arrived at the place and started raiding many houses. Victim Sk. Saifuddin was a patient under prolonged treatment. Police entered his house breaking open the door and beat up the victim, his mother and wife. He was taken to the police station despite the fact that he was patient and implicated in a false case. The police were clad in their civilian attire, and they also threw away their holy books. The same day, victim Papan Sk’s house was also raided. He too was a businessman. The victim was arrested under the allegation of being the team leader of the offenders. The police handed him over to a group of Hindu men, who beat him up brutally. Following this Papan was taken to Panchla Police Station and beaten up in the lock up. His mother was also not allowed to meet him. Thus 18 persons were arrested in this scuffle, and the police state that the offenders belonged to two religions and were found guilty. On 21 st January 2008 the four were returning home from work. They were sipping tea and chatting, and suddenly the ASI and three constables of Bangaon Police Station barged into the house and arrested all four without issuing any memo of arrest. The police were heavily drunk, and dragged them to the station without paying heed to their pleas. They were detained in the lock up under the allegation of engaging in illegal trading of liquor. On 22 nd January 2008 the police sent three victims except Sunil Das to the Court, implicating them in petty cases of committing public nuisance. Sunil was detained under illegal custody for three days and later produced before the Court, implicated in a petty case. The Court released him on a payment of Rs.60 as fine on 25 th January 2008.
