Victim Khalek Seikh is a poor farmer residing in Kaharpara village, falling under the jurisdiction of<br />
Raninagar Police Station. The victim cultivates crops in the leased land of Hekmatulla Sarkar. This land<br />
was located in the border, which was exclusively used by the smugglers for illegal works with the<br />
assistance of BSF Officials, thereby causing damage to the crops, sustaining heavy financial loss for the<br />
farmers. Khalek heard of a trespass into his field on 19 th June 2008, so he went to guard the field. During<br />
that time the smugglers were chased by the BSF Officials and few cattle were seized. A patrolling<br />
company consisting of six Officials entered the field of Khalek . Biswasbabu hit the victim on the right side<br />
of his head with an iron rod. Khalek fell unconscious, but the officials made him stand straight, following<br />
which he was delivered repeated blows with their iron rods on both legs and feet. There were severe<br />
deep cut injuries on both his legs and head. The officials sensing his critical condition left the victim in a<br />
pool of blood. Khalek was finally rescued by the villagers. He was rushed to a local doctor and is still<br />
under treatment. He has spent nearly Rs.15,000 for his medical expenses. A written complaint was<br />
lodged before the SP of Murshidabad dated 7 th July 2008 for initiating a criminal case against the BSF<br />
Officials but to no avail.<br />

Case Details:<br />
Victim Kuran Mia, aged 40, is a resident of Ramnagar village, falling under the jurisdiction of Raninagar<br />
Police Station. On 19 th February 2008 the victim was brutally attacked by a BSF Jawan, for refusing to<br />
carry out the order of the latter. The jawan had asked Kuran to catch a person who was running away,<br />
and when the victim refused he was assaulted so brutally that the bone on his left hand cracked. Kuran<br />
went to lodge a complaint to Soniram Inwati, the Company Commandant. The officer send the victim to<br />
Raninagar Hospital in the police vehicle but didn’t take any action against the perpetrator. He was<br />
admitted in Berhampore District Hospital and treated by Dr. Utpal, who didn’t mention the name of the<br />
accused jawan on the register of injury report. This incident was published along with the photograph of<br />
the victim in a leading newspaper namely ‘Sambad Pratidin’ dated 22 nd February 2008. Thereafter the<br />
victim wanted to go to Raninagar Police Station to lodge a complaint but he was taken to the Kaharpara<br />
Camp by two BSF Officials who were with him, and bribed with Rs.800 so as to shut his mouth. Kuran<br />
is now scared of the police and doesn’t want to lodge complaints anywhere.<br />
