reversely and caused to lie on the floor of Farajipara BSF Camp. The next morning the victim was<br />

brought to Muradpur Company Head quarter where he was again subjected to torture. Both his hands<br />

and legs were severely injured. Later on the officials themselves admitted him in Sadikhan Dearh<br />

Hospital, from where Mukbul was arrested by Jalangi Police. On 17 th January 2008, the victim was<br />

produced before the Sub Divisional Executive Magistrate Court at Domkal and released under bail the<br />

same day. Dr. Bijoy Biswas, the doctor who attended Mukbul issued a fake certificate stating that the<br />

victim was medically fit, despite the fact that he was seriously injured and unable to walk. The doctor did<br />

so due to the pressure from the BSF. Mukbul lodged written complaints before the SDO, Domkal on 17 th<br />

January 2008, but no action followed. Now he is almost leading a maimed life.<br />

Case Details:<br />

Victim Nanda Gopal Mandal, aged 38, is a fisherman residing in Char Rajapur village, falling under the<br />

jurisdiction of Raninagar Police Station. The victim lost his small piece of cultivable land during the<br />

erosion of river Padma, the result of which Nanda resort to fishing for sustaining his family. On 14 th<br />

March 2008, as usual the victim went for fishing, early in the morning, along with Jogen Chandra Sarkar<br />

and Subodh Mandal. At the BSF Out-Post the latter two deposited their original and legal identity card of<br />

fishermen issued by the District Magistrate of Murshidabad. But the officials didn’t allow them to go.<br />

Nanda talked back asking them to inquire with the Commanding Officer. The officials grew angry at this<br />

retort, and snatched their identity cards, tore it into pieces and drove them away. On 17 th March 2008 the<br />

victim went to Raninagar Police Station to lodge a complaint but the officials refused to receive the same.<br />

Finally the officer registered the complaint after Nanda stated that he would send a written complaint via<br />

post. But till date no action has been initiated against the perpetrators. The victims are not able to go<br />

fishing and their families are starving. The local political leaders are also not doing anything for the<br />

welfare of the public. It is generally believed that the political leaders and the BSF go hand in hand.<br />
